2.20.010 Created--Membership--Filling of vacancies.

A.    Pursuant to the authority conferred by Chapter 35A.63 RCW, Laws of the State of Washington, there is created a Town Planning Commission consisting of seven voting members who shall be appointed by the Mayor and confirmed by the Council.  The Mayor may appoint, with the confirmation of the Council, one alternate member.  The alternate member may participate in discussions but shall not vote on any matter before the Commission, unless a voting member is absent or disqualified for any reason, in which case the alternate member shall serve as a voting member during such absence or disqualification.

B.    The term of office of the member shall be four years commencing on January first of each year, unless earlier removed.

C.    Vacancies occurring otherwise than through the expiration of terms shall be filled for the unexpired terms.  Members may be removed by the Mayor with the approval of the Town Council.

2.20.020 Secretary.

The Planning Commission may designate one of its members to act as secretary without salary, or if requested by the Commission, the Mayor shall designate a member of the paid staff of the Town to serve as such secretary.  (Ord. 17-578 § 1 (Exh. 2.20.030 Quorum.

A majority of the membership of the Planning Commission eligible to vote shall constitute a quorum for the transaction of business.  Any action taken at any regular or special meeting of the Planning Commission by a majority of voting members present when those present constitute a quorum shall be deemed and taken as the action of the Commission.  (Ord. 21-627 § 2, 2021;  Ord. 17-578 § 1 (Exh. 2.20.040 Powers and duties generally.

The Planning Commission shall have all of the powers and perform each and all of the duties specified by Chapter 35.63 RCW, together with any other duties or authority which may hereafter be conferred upon them by the laws of the State.  The performance of such duties and the exercise of such authority to be subject to each and all limitations expressed in such legislative enactment or enactments.  (Ord. 17-578 § 1 (Exh. 2.20.050 Recommendations and reports to the Town Council.

The Town Council may refer any ordinance, resolution or other proposal relating to any of the matters and subject referred to in Chapter 35.63 RCW to the Planning Commission, for its recommendation and report.  The Planning Commission shall promptly deliberate and forward their recommendation to the Council.  (Ord. 17-578 § 1 (Exh. 2.20.060 Annual report to Council.

The Planning Commission, at or before its first regular meeting in February of each year, should make a full report in writing to the Town Council of its transactions and expenditures, if any, for the preceding year, with such general recommendations as to matters covered by its prescribed duties and authority as may to it seem proper.  (Ord. 17-578 § 1 (Exh.
