8.20.010 Findings.

It is hereby found that the public health and welfare of the town of Yacolt require control of air pollution and that a program of air resources management should be and hereby is initiated, said program to begin with studies of present problems relating to air pollution and of potential sources increasing the air pollution problem and with the ultimate development of regulatory controls by such action as may be found necessary. 8.20.020 Air pollution control district necessary.

An air pollution control district should be formed forthwith in accordance with the provisions of Chapter 70.94 RCW and amendments thereto, such district being necessary for effective, efficient and equitable air pollution control. [Ord. 150 § 2, 1966.]

8.20.030 District established.

The air pollution control district shall include, but not necessarily be limited to, Clark County, and to involve as participating communities the towns of Vancouver, Camas, Washougal, Ridgefield, Battle Ground, La Center and Yacolt. The town of Yacolt hereby agrees, together with the cities, towns and the county participating in the control district as follows:

A. That the name of the district shall be the “Clark County air pollution district.”

B. The principal office and place of business of the district shall be in the Clark County Courthouse, Vancouver, Washington, or at such other place as the board of directors of the district may from time to time agree upon by majority vote.

C. That the district shall begin to transact business and establish programs and exercise its powers on July 1, 1966. It shall continue in active operation for such period of time and to such time as the board of directors of the district may find necessary in carrying out research and/or effecting controls with respect to air pollution.

D. The geographic area of the district shall include the unincorporated area of Clark County and the incorporated areas of the participating cities or towns, to the end that all of the area within Clark County shall be a part of the participating jurisdiction of the district. [Ord. 150 § 3, 1966.]
