Any person, who as principal agent or otherwise, either by placing matter upon the surface or by displacing the soil, shall obstruct in any way or manner the public streets of the town of Yacolt, Washington, in such a manner as to prevent or hinder the enjoyment thereof for the purposes for which they were designed or in such a manner as to tend to obscure the exclusive right of said town to the same for public purposes, without first obtaining permission from the street committee to do so, shall be deemed guilty of a breach of ordinance, and upon conviction thereof before the town justice of the peace may be fined in any sum not to exceed $100.00 and costs of prosecution.
