18.75.010 Purpose.

The P-1 public institutional district is intended to eliminate the ambiguity of maintaining, in unrelated use districts, areas which are under public or public-related ownership and where the use for public purpose is anticipated to be permanent. [Res. 05-04. Prior code § 10-1-36].

18.75.020 Permitted uses.

The following are permitted uses:

(a) Cemeteries.

(b) Churches.

(c) Fraternal organizations.

(d) Hospitals.

(e) Sanatoriums.

(f) Nursing homes and clinics.

(g) Libraries, museums and art galleries.

(h) Municipal parking lots.

(i) Public administrative offices and public service buildings, including fire and police stations, public or private schools, colleges and universities, public utility offices, utilities, water storage tanks, towers and wells.

(j) Amphitheaters.

(k) Amusement parks.

(l) Aquariums, arenas and field houses.

(m) Art galleries.

(n) Auditoriums.

(o) Boat rentals and boat access sites.

(p) Botanical gardens and arboretums.

(q) Exhibition halls.

(r) Fairgrounds.

(s) Forest reserves (wilderness areas).

(t) Forest reserves (wilderness refuges).

(u) Golf courses (without country club) facilities.

(v) Golf driving ranges.

(w) Group or organized camps.

(x) Historic and monument sites.

(y) Hunting and fishing clubs.

(z) Ice skating.

(aa) Libraries.

(bb) Miniature golf.

(cc) Museums, parks – general recreation.

(dd) Parks – leisure and ornamental.

(ee) Picnicking areas.

(ff) Planetarium.

(gg) Play fields or athletic fields.

(hh) Playgrounds, play lots or tot lots.

(ii) Recreation/community centers.

(jj) Skiing and tobogganing.

18.75.030 Permitted accessory uses.

The following are permitted accessory uses:

(a) Essential services.

(b) Garages for storage of vehicles or materials used in conjunction with the operation of a permitted use.

(c) Off-street parking and loading areas.

(d) Residential quarters for administrators, caretakers or clergy.

(e) Service buildings and facilities normally accessory to the permitted uses.

(f) Service oriented offices or shops located within institutional buildings. [Res. 05-04. Prior code § 10-1-36].

18.75.040 Conditional uses.

The following are conditional uses:

(a) Archery ranges.

(b) Athletic clubs and health resorts.

(c) Drive-in movies.

(d) Golf courses without country club/restaurant facilities.

(e) Gymnasiums.

(f) Miniature golf.

(g) Public emergency shelters.

(h) Roller skating.

(i) Skeet and trap shooting ranges; provided, that the firing of rifle arms and shotgun slugs shall not be permitted directly toward or over any highway, road or navigable water, toward any building or structure or toward any population concentration within one and one-half miles of the site. 18.75.050 Specifications.

(a) Lot Area and Width. There are no minimum lot requirements.

(b) Building Height. No building or parts of a building shall exceed 45 feet in height.

(c) A minimum building setback of 25 feet from the right-of-way line of all public streets shall be required.

(d) There shall be a minimum side yard of 10 feet.

(e) There shall be a rear yard of not less than 25 feet.

(f) Exception. In the case of ownership by a school district or organization or by a church or religious society of more than 50 percent of the frontage on intersection streets and more than 50 percent of the area of the square block wherein such property is located, the minimum setback line for building on such school or church property shall be 15 feet.
