14.330 Control of Weapons.

(1) Possession and Use of Firearms and Bow and Arrow.

(a) Possession. It shall be unlawful for any person within the City of Manitowoc to carry or possess either on his person or in any vehicle any firearm or bow and arrow under any circumstances in which such carriage or possession is prohibited by the Wisconsin Statutes.

(b) Use. There shall be no discharge of firearm or bow and arrow within the limits of the City of Manitowoc except by and with the permission of the Chief of Police. Such permission may only be granted subject to appropriate safeguards established by the Chief of Police.

(2) Possession and Use of Weapons Other Than Firearms.

(a) No person shall carry, display or discharge any spring gun, air gun, BB gun, sling shot, archery equipment or any item perceived to be a real weapon, whether or not it is a real weapon or a toy, in the City of Manitowoc in a manner that could reasonably be expected to alarm, intimidate, threaten or terrify another person or threaten to damage the property of another.

(b) All spring guns, air guns, BB guns, sling shots, archery equipment or any other item perceived to be a weapon when being transported or carried within the City of Manitowoc shall be disabled and in an enclosed secure, appropriate case for said weapon.

(c) Persons may carry, display or discharge weapons other than firearms when done in a safe manner in an enclosed structure or area in a controlled setting with the permission of the owner of said structure or area or under the supervision of the Parks and Recreation Department.

(d) The restriction under this section shall not apply to peace officers while on duty.

(3) Concealed Weapons. Any person except a peace officer or one authorized by a permit approved by the State of Wisconsin who goes armed with a concealed and dangerous weapon is guilty of a violation of this section. As used herein, dangerous weapon shall be defined as under Wis. Stat. § 939.22(10), which is herein incorporated by reference as amended from time to time.
