14.360 Presence on Public Grounds Prohibited.

(1) Public Grounds. Absent permission from an authorized representative, no person shall be present or about any park or other public grounds including school grounds in the City of Manitowoc between the hours of 11:00 p.m. and 6:00 a.m.

(2) School Grounds.

(a) Any person except a student of the particular school, parent or guardian of such student, or teacher or other employee of the school who, without a lawful school-related purpose therefor, willfully loiters on or about public or private school buildings, premises or grounds in the City of Manitowoc during the period from one hour before the opening of classes until one hour following the close of classes on any day when the school is in session, or during other times when a school-sponsored activity is in progress, shall be guilty of a violation of this section.

(b) A student of the particular school who is on school grounds but who is not in attendance at an assigned class at any particular time shall be guilty of a violation of this section.

(c) A person who has been suspended or expelled from the school shall not be considered a student of the school during the period of such suspension or expulsion and is prohibited from being present on or about any private or public school building, premises or grounds at any time throughout the period of such suspension or expulsion absent express authority from an authorized representative of the school.
