DOCKETING OF SUGGESTED CHANGES TO COMPREHENSIVE PLAN AND DEVELOPMENT REGULATIONS

21.20.010 Dockets to be maintained.

The director shall maintain separate dockets of suggested changes to:

A. The comprehensive plan;

B. The zoning code; and

C. The other development regulations of the city. (Ord. 827 § 1, 1998).

21.20.020 Procedure for making suggestions for changes.

A. Any interested person including, but not limited to, applicants, citizens, hearing examiners, and staff of other government agencies may at any time suggest amendments to the comprehensive plan, zoning code or development regulations of the city.

B. All such suggested changes shall be made, to the degree practical, upon a form prescribed by the director, but the failure to use such form shall not preclude any such suggested changes from being docketed and considered.

C. All suggestions received shall be maintained on file in the form received, and shall be available for public inspection upon request. (Ord. 827 § 1, 1998).

21.20.030 Procedure for docketing.

A. All such suggested changes shall be docketed by the director of community development or his designee.

B. The form of the docket shall be as prescribed by the director, but shall include a separate docket entry summarizing each suggested change. The docket may be maintained as a word processor document, spreadsheet, or database; provided, consideration shall be given to the ability to sort, filter and search for specific entries for ease of maintenance and retrieval of information.

C. Entries in each docket shall be arranged as determined by the director to best facilitate consideration of suggestions affecting the same topic as a group. Each entry shall include citations to the existing comprehensive plan or development regulation provision, if applicable; a summary of the suggested change or addition; the name, address and telephone number of the person or persons suggesting the amendment; and the date the docket entry was made.

D. Except as provided herein for the calendar for consideration of suggested changes to the comprehensive plan, all dockets shall be updated not less frequently than monthly.

E. Dockets shall be available for review by the public at all times, and copies shall be provided on request without charge. (Ord. 827 § 1, 1998).

21.20.040 Dockets to be maintained on 12-month basis.

All dockets shall be maintained on a 12-month basis, which shall open on November 1st and close on October 31st of each year. As of November 1st of each year, all dockets shall be cleared, and suggested changes received on or after November 1st shall be included on the docket for the following 12-month period; provided, this shall not limit the ability of the planning commission or city council to consider any amendment such body deems to be in the best interests of the city. Entries on any docket as of October 31st of each year not adopted within the following 12-month period shall not be carried forward to the next docket unless resubmitted. (Ord. 827 § 1, 1998).
