OFFICERS’ BONDS AND COMPENSATION1

2.20.010 Bond – Amount.

Each of the following officers and employees shall execute an official bond to the city in the amount specified:

A. City manager: $1,000,000.

B. City clerk: $1,000,000.

C. Finance officer: $1,000,000.

D. Treasurer: $1,000,000.

E. Chief of police: $1,000,000.

The bond for each of the above officers and employees may be in the form of a master bond or master official bond and may be combined with the bond required by BMC 2.20.030. (Ord. 97-9 N.S.; prior code § 2-401).

2.20.020 Bond – Person holding more than one office.

If a person holds more than one of the offices specified in BMC 2.20.010, he shall execute a bond in the amount which is the highest amount required for the offices held. (Prior code § 2-402).

2.20.030 Blanket bond.

There shall be a blanket bond in the amount of $1,000,000 covering all other officers and employees of the city. (Ord. 97-9 N.S.; prior code § 2-403).

2.20.040 Conditions.

The form of such a master official bond or insurance policy shall meet the following minimum for standards:

A. The amount shall not be in amount less than $1,000,000.

B. The bond or insurance policy shall be issued by a company authorized to do business in the state of California.

C. The bond or insurance policy shall be issued by a company with a Best’s rating of no less than A-:VII.

D. The bond or insurance policy shall encompass claims for forgery or alteration; theft, disappearance, or destruction; robbery and safe burglary; public employee dishonesty; computer fraud; and fund transfer fraud.

E. The bond or policy may be issued on an annual or longer basis.

F. The form of the bond or policy shall be subject to approval by the city attorney. (Ord. 07-20 § 1; prior code § 2-404).

2.20.050 Bond – City to pay premium.

The city shall pay the premium for each bond required for an officer or employee. (Prior code § 2-405).

2.20.060 Compensation.

The city council is authorized by resolution to fix the compensation of all city employees and officers subject to its jurisdiction. (Ord. 790-B M.C. § 5, 1952).

2.20.070 Crime and dishonesty insurance policy.

Use of a commercial government crime insurance policy or employee dishonesty policy to provide coverage on the officers and employees of the city of Benicia in lieu of a bond or master bond is hereby approved and authorized. (Ord. 07-20 § 2).
