ACCOUNTING, SALES AND EXCHANGE OF PROPERTY

3.16.010 Record of Accountable Property.

The Department of Administrative Services shall maintain a current record of all accountable property of the City. (Ord. 94-8 § 1, 1994; Ord. 104 C.S. § 1, 1966; Code 1975 § 130.0).

3.16.020 Inventory of Accountable Property.

Biannually, during the month of July, each department head shall have a physical inventory taken of all accountable property in her/his department and submit such inventory to the Department of Administrative Services. Accountable property which is not utilized by any specific department shall be inventoried by the Department of Administrative Services. 3.16.030 Transferral Between Departments.

A. Accountable property may be transferred between departments by the mutual consent of the department heads involved and by submitting a statement of such transfer in writing to the Department of Administrative Services, which shall make the adjustments to the inventory records of the City.

B. Other property and materials may be transferred between departments by the mutual consent of the department heads involved. (Ord. 94-8 § 1, 1994; Ord. 104 C.S. § 1, 1966; Ord. 255 N.S. § 1, 1959; Code 1975 § 132.0).

3.16.040 Authorization by Council – Exception.

No property with a value over $500.00 may be sold, traded, or exchanged without the authorization of the City Council, except that expendable supplies may be exchanged for or traded in on other expendable supplies by the department head when such exchange or trade is, in her/his opinion, to the best interests of the City. 3.16.050 Sale – Procedure.

Property, when no longer required for City use, may be sold with the approval of the City Council, which may, unless prohibited by State law:

A. Waive all bids and approve the sale of such property to any individual, firm or corporation;

B. Solicit, process and dispose of bids as provided by the Government Code of the State of California;

C. Solicit bids and establish its own procedures where State law permits. (Ord. 104 C.S. § 1, 1966; Ord. 255 N.S. § 1, 1959; Code 1975 § 133.1).

3.16.060 Capital Outlay Project – Approval.

Unless permitted by CMC 3.16.040, the trade or exchange of City property may only be accomplished with the approval of the City Council. Approval for such trade or exchange is implied if such trade or exchange is a part of an approved capital outlay project. (Ord. 104 C.S. § 1, 1966; Ord. 255 N.S. § 1, 1959; Code 1975 § 133.2).
