13.56.010 Schedule of charges and fees—User classification.

A fair and equitable schedule of wastewater charges and fees shall be established by the city in order to provide sufficient funds for the operation, maintenance, replacement and expansion of the wastewater collection, treatment and disposal system. This charge is not to be construed as a tax.

A.    All users shall be classified assigning each one to a “user classification” category according to the principal activity conducted on the user’s premises and appropriate nonindustrial classification as determined by the city. The purpose of such classification is to facilitate the regulation of wastewater discharges based on wastewater constituents and characteristics to provide an effective means of source control, and to establish a system of user charges and fees which will insure an equitable recovery of the city costs.

B.    The charges for each wastewater constituent and characteristic shall be established by the city and set forth in the city’s schedule of charges and fees which may include but shall not be limited to:

1.    User classification charges;

2.    Fees for sampling and monitoring;

3.    In case a residence or place of business becomes vacant, the sewer charge shall continue to be charged and collected until the city is requested, in writing, to shut off the water service;

4.    All charges for sewage service shall be paid at the same time as water charges are paid to the city of Dinuba and shall be billed upon the same water bill sent to the customer and both amounts must be paid or the city may, in addition to other measures, shut off the water service;

5.    Any person failing to pay the sewer charges when due, and if the water service has been disconnected, shall pay the water reconnection charges as adopted by the city council. (Ord. 691 § 1(h)(i), 1986; Ord. 648 § 1 (part), 1982)

13.56.020 User classification charges—Basis for calculation.

All wastewater charges shall be calculated so as to allocate the costs of wastewater collection, treatment, disposal to users in accordance with sewage quantity (flow) and quality (indicated by suspended solids and BOD concentrations). (Ord. 691 § 1(j), 1986: Ord. 648 § 1 (part), 1982)

13.56.040 Industrial wastewater treatment charge.

An industrial wastewater treatment charge shall be paid to the city by those industrial wastewater dischargers whose contribution of flow, biochemical oxygen demand, (BOD) suspended solids, (SS) or peak flows, or fats, oils and grease (FOG) create excess costs in treatment. The treatment charge shall be based on the appropriate city sewerage system’s total maintenance, operation and capital expenditures for providing industrial wastewater collection, treatment and disposal services.
