13.64.010 Investigative powers.

City representatives shall carry evidence establishing their position as authorized representatives of the city, and upon presentation and exhibiting these proper credentials and identification, be permitted to enter in and upon all buildings and premises within the city for the purpose of inspection, observation, measurement, sampling, testing or otherwise performing such duties as may be necessary in carrying out this division. 13.64.020 Termination of service.

As an alternative measure for enforcing the provisions of the city’s ordinances, the city may terminate service to the buildings, structure or property in question. Upon termination, the director or his representative shall estimate the cost of termination and reconnection to the system and the user shall deposit this amount with the director before being reconnected. The director shall refund any part of the deposit remaining after payment of all costs of termination and reconnection. (Ord. 648 § 1 (part), 1982)

13.64.030 Application for relief from provisions of division 2.

Any person, who by reason of special circumstances believes that the application of any of the provisions of this article to him is unjust or inequitable, may make written application to the director for relief therefrom. Said application shall set forth all of the special facts and circumstances and shall request the specific relief or modification desired. The director, upon receipt of such application and after such investigation as deemed necessary, shall make recommendation to the city council to grant such relief or modification as it finds necessary. The city council, on its own motion and without application, may, when special circumstances make the application of any of the provisions of this article unjust or inequitable, modify or suspend the rules and regulations for the period during which the special circumstances exist.
