2.20.010 Office created.

There is created the office of city attorney. (Ord. 48 § 1 (part), 1971: prior code § 2-701)

2.20.020 Position description.

A.    Definition. A part-time position. Subject to policy direction of the city council; to administer the legal services; to give oral and written opinions; to prepare legislation, contracts, agreements and other legal documents; to cooperate with the city staff in providing legal assistance; to do other related work as required.

B.    Examples of Duties. Plans, organizes and directs the city legal services; furnishes legal counsel to city officials and staff; attends meetings of the city council and such commission and committee meetings as may be required and gives opinions when requested; prepares and/or approves final form of proposed ordinances, resolutions, contracts and other legal documents; prosecutes violators of the municipal code; where appropriate, appears in other legal matters before courts, boards and commissions; files documents pertaining to his actions; and performs all the duties imposed by law on the city attorney.

C.    Desirable Qualifications. Knowledge of:

1.    The legal basis of city governments and special districts;

2.    Federal and state rules and regulations pertaining to grants-in-aid;

3.    General obligation and other bond sales and uses;

4.    Regulations and state regulatory boards, commissions, departments and agencies.

D.    Employment Standards. Graduation from an accredited college or university with a degree in law and five years of experience in the practice of public law; admission to the bar of the state. (Ord. 99 § 1, 1974: Ord. 48 § 1 (part), 1971: prior code § 2-702)

2.20.030 Deputy city attorney.

The city attorney may, from time to time, and subject to the approval of the city council, designate one or more other active members of the bar of the state to serve as deputy city attorney and to discharge the duties of his office. (Ord. 48 § 1 (part), 1971: prior code § 2-703)

2.20.040 Reports.

Such reports as the city attorney makes orally or in writing to the city concerning it litigation or potential legal liabilities, or other matters lying within the attorney-client privilege, the disclosure of which might prejudice the legal rights of the city, shall be kept confidential by the city, including the members of the city council, the city manager and the city clerk. 2.20.050 Compensation.

The compensation of the city attorney shall be as provided by the city council. (Ord. 48 § 1 (part), 1971: prior code § 2-705)
