2.20.010 Salaries.

Salaries and compensation of all officers and employees of the city other than members of the city council shall be fixed by the city council by resolution or ordinance. (Ord. 326 § 2, 1973; Ord. 173 § 1, 1936).

2.20.020 Bond – Generally.

The city clerk and the city treasurer shall each execute a bond to the city. The city council may, by resolution, fix the amount of these bonds. The city council may require a bond of any other officer and employee and fix the amount of such bond by resolution. (Ord. 392, 1986; Ord. 173 § 2, 1936).

2.20.060 Council – Salary – Statutory authority.

The ordinance codified herein is enacted pursuant to Section 36516 of the Government Code, as added by Chapter 286 of the Statutes of 1965, authorizing the council to provide by ordinance that each member of the council receives a prescribed salary the amount of which is based upon the population of the city as determined by a certificate issued by the U.S. Department of Commerce, Bureau of the Census on February 26, 1965. (Ord. 295 § 1, 1965).

2.20.070 City population.

As of the date of passage of the ordinance codified herein, the population of the city is 3,686, as stated in the certificate issued by the Bureau of the Census, U.S. Department of Commerce. (Ord. 295 § 2, 1965).

2.20.080 Council – Salary – Designated.

Each member of the council of the city shall receive as salary the sum of $150.00 per month, as prescribed in Government Code Section 36516 for cities up to and including 35,000 in population, which shall be payable from and after the operative date of the ordinance codified in this section at the same time and in the same manner as the salaries are paid to other officers and employees of the city. (Ord. 388, 1986; Ord. 295 § 3, 1965).

2.20.090 Council – Salary – Increase or decrease.

Following any new and later estimate of population made by the Department of Finance placing the city in a population group other than that set forth in HMC 2.20.080, the salary payable to each member of the council shall be increased or decreased accordingly to equal the sum prescribed for that population group in Government Code Section 36516; provided, however, that the salary as so increased or decreased becomes payable only on and after the date upon which one or more members of the council become eligible therefor by virtue of beginning a new term of office following the next succeeding general municipal election held in the city. (Ord. 295 § 4, 1965).

2.20.100 Council – Reimbursement.

The salaries prescribed in HMC 2.20.060 through 2.20.090 are exclusive of any amounts payable to each member of the council as reimbursement for actual and necessary expenses incurred by him in the performance of official duties for the city. (Ord. 295 § 5, 1965).

2.20.110 Operative date.

HMC 2.20.060 through 2.20.100 shall become operative only on and after the date upon which one or more members of the city council become eligible for the salary prescribed in HMC 2.20.060 through 2.20.090 by virtue of beginning a new term of office following the general municipal election next succeeding its effective date.
