2.28.010 Created--Membership.

There is created a planning commission for the city which shall consist of nine members, seven of whom shall be voting members and two of whom shall be ex officio members, without the right to vote.  The seven voting members shall be other than city officers or employees.  The two nonvoting members shall be city officers or employees.  The members of the planning commission shall be appointed by the city council and serve at the pleasure of the city council.  They may be removed by the city council without cause.  (Ord. 90-07 §1, 1990:  Ord. 88-07 §1(part), 1988:  Ord. 87-08 §1(part), 1988:  Ord. 79-6 §1(A), 1979).

2.28.020 Members--Generally.

Each appointment of a commission member shall be for a term not to exceed three years, and their terms shall be staggered so that no more than three members shall have terms expiring in any given year.  To promote the continuity of the planning commission and to implement the transition from the prior two-year terms, those commission terms previously scheduled to end on December 31, 2010, are hereby extended to December 31, 2011.  By the random drawing of names, two of five commissioners whose terms were scheduled to end on December 31, 2009, shall have their terms extended to December 31, 2010.  If a vacancy shall occur otherwise than by expiration of a term, it shall be filled by appointment for the unexpired portion of the term.  The term of ex officio members shall correspond to their respective official tenures.  The rights and duties of the commission shall be as provided in the laws of the state of California.  (Ord. 09-06 §1, 2009:  Ord. 94-06 §1, 1994:  Ord. 91-19 §1, 1991:  Ord. 79-6 §1(B), 1979).

2.28.030 Voting.

The city council shall vote by ballot when appointing members to the planning commission.  The city clerk shall implement a ballot procedure to ensure the proper computation of votes during a regular, adjourned or special meeting of the city council.  At the conclusion of the balloting process, the city clerk will read the name or names of the new appointees to the planning commission.  (Ord. 88-07 §1(part), 1988).
