COMMUNITY SERVICE AND RECREATION COMMISSION*

2.32.010 Created.

A Kerman community service and recreation commission is created for the purpose of acting as a fact finding and advisory agency to the city manager in the following areas:

A. The operation and maintenance of the Kerman Community Center to be established as a neighborhood facility;

B. The operation and implementation of a community recreation program;

C. The acquisition, development and operation of public park facilities.  (Ord. 87-08 §1(part), 1988:  prior code §2-1301).

2.32.020 Powers and duties.

The Kerman community service and recreation commission shall advise the city manager in all matters connected with the policies, programs and procedures to be followed by the city in its operation of the aforesaid Community Center facility, in its operation of the aforesaid community recreation program, and in the acquisition, development and operation of public park facilities.  (Ord. 87-08 §1(part), 1988:  prior code §2-1302).

2.32.030 Membership.

A. The Kerman community service and recreation commission shall consist of at least seven, and not more than nine, adult voting members, and two non-voting Kerman Unified High School students to be appointed by resolution of the city council as recommended by the commission.  In addition, a city councilperson appointed by the council and the Kerman Unified High School athletic director shall serve as an ex officio member of the commission.

B. The members shall serve three-year terms except that of those persons initially appointed to the commission, three shall be appointed for one-year terms, three shall be appointed for two-year terms and three shall be appointed for three-year terms.  Terms for the students shall be three years, expiring upon graduation.  The term for the ex officio member shall be three years but expire upon leaving office as councilperson.  In the event of a vacancy, the commission shall consult the appointments list maintained for the city for appointment by resolution of a replacement to serve the remainder of the unexpired term.  (Ord. 94-11 §1, 1994:  Ord. 91-02, §1, 1991; prior code §2-1303).
