11.01.010 Street and sidewalk specifications.

There are hereby adopted by reference those certain plans and specifications prepared by the City Engineer containing regulations governing the constructing, laying, grading, paving and repairing of all public ways within the City; all street grades and elevations; the City datum and bench marks. Said plans and specifications hereby adopted to be kept on file in the Engineer’s office for public inspection at all reasonable times, and to be the Engineer’s latest report on same. 11.01.020 Railroads obstructing streets.

A. It shall be unlawful for any person, having charge of a railroad train or the cars or engine thereof, to obstruct any street or highway within the corporate limits of the City, by placing, keeping or leaving on or across any part of said streets or highways, any railroad engine or any railroad car or cars for more than seven minutes, at any one time.

B. It shall be unlawful for any person having charge of a railroad train, or the engine or cars thereof, or any persons, whatever, to move any railroad engine, or railroad car or cars, in any switch track, commonly known as the house switch or house track between Merced and Fresno Streets, in the corporate limits of the City, while any passenger train is standing on the main track of any railroad, between said streets, or for five minutes before the arrival of such passenger train at such position on said main track or for five minutes after such passenger train passes out of such position, on the main track aforesaid. 11.01.030 Closure of public ways.

A. Whenever any street, highway, road, avenue, alley, lane, sidewalk or place within the corporate limits of the City is being paved, graded, laid or repaired, the Director of Public Works may, in his discretion, close such public way or any portion thereof, from all traffic, until such paving, grading, laying or repairing is fully completed. A notice of the fact that such street, highway, road, avenue, alley, lane, sidewalk or place, or any portion thereof is closed at all entrances to all portions thereof, as are being paved, graded, laid or repaired shall be posted to inform the public thereof.

B. Any person passing over or upon, or causing animals or vehicles to pass over or upon any portion of any such street, highway, road, avenue, lane, alley, sidewalk or place closed, as above provided, shall be guilty of an infraction1.
