10.08.010 Traffic division – Established.
There is established in the police department of the city a traffic division to be under the control of the chief of police. (Ord. 230 § 1 (part), 1965)
10.08.020 Traffic division – Duties.
It shall be the duty of the traffic division, with such aid as may be rendered by other members of the police department, to enforce the street traffic regulations of this city and all of the state vehicle laws applicable to street traffic in this city, to make arrests for traffic violations, to investigate traffic accidents and to cooperate with the city traffic engineer and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed upon the division by this title and the traffic ordinances of this city. 10.08.030 Traffic accident studies.
Whenever the accidents at any particular location become numerous, the traffic division shall cooperate with the city traffic engineer in conducting studies of such accidents and determining remedial measures. (Ord. 230 § 1 (part), 1965)
10.08.040 Traffic accident reports.
The traffic division shall maintain a suitable system of filing traffic accident reports, accident reports or cards referring to them shall be filed alphabetically by location. Such reports shall be available for the use and information of the city traffic engineer. (Ord. 230 § (part), 1965)
10.08.050 Annual traffic safety report.
The traffic division shall annually prepare a traffic report which shall be filed with the city council. Such a report shall contain information on traffic matters in this city as follows:
A. The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;
B. The number of traffic accidents investigated and other pertinent data on the safety activities of the police;
C. The plans and recommendations of the division for future traffic safety activities. (Ord. 230 § (part), 1965)
10.08.060 Traffic engineer – Established.
The office of city traffic engineer is established. The city engineer shall serve as city traffic engineer in addition to the engineer’s other functions, and shall exercise the powers and duties with respect to traffic as provided in this title. (Ord. 230 (part), 1965)
10.08.070 Traffic engineer – Powers and duties.
It shall be the general duty of the city traffic engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by the code of this city. Whenever, by the provisions of this title, a power is granted to the city traffic engineer or a duty imposed upon the traffic engineer, the power may be exercised or the duty performed by the traffic engineer’s deputy or a person authorized in writing by the traffic engineer. 10.08.080 Traffic engineer – Obstruction removal.
Whenever the city traffic engineer finds that any hedge, shrubbery or tree growing in a parkway obstructs the view of any intersection, or any traffic upon the streets approaching such intersection, the traffic engineer shall cause the hedge, shrubbery or tree to be immediately removed or reduced in height. 10.08.090 Traffic safety committee – Established.
There is established an advisory committee, to be called the traffic safety committee, which shall perform the duties established by Section 10.08.100 of this code. The traffic safety committee shall consist of six members. Of these, five shall be members of the public, who shall be appointed and serve in accordance with the requirements of Chapter 2.24 of this code. The sixth member shall be a member of the city council, who shall be appointed by the mayor. The council member appointee shall be entitled to participate in all discussions of the committee, but may vote only in the event of a tie vote by the other members of the committee and may not serve as chair of the committee. The traffic safety committee shall meet not less than once every two months. (Ord. 631 § 2, 2001: Ord. 625 (part), 2000: Ord. 610 § 1, 1999: Ord. 448 § 2, 1987)
10.08.100 Traffic safety committee – Duties.
It shall be the duty of the traffic safety committee to study and make recommendations on matters of traffic safety, as directed by the city council, and to hear requests by residents relating to traffic matters and to make recommendations to the city council regarding such requests.
