10.16.010 Council determinations.

A. The city council, acting by ordinance or resolution, shall determine the following:

1. Boundaries of central traffic district;

2. Designation of one-way streets;

3. Through streets;

4. Truck routes;

5. Special speed zones.

B. The council by ordinance shall establish parking meter zones and fix the rate of fees for such zones. (Ord. 1002 §1, 1978: prior code §13.33).

10.16.020 Temporary devices.

The police chief, subject to the approval of the city manager and the provisions and requirements of the Vehicle Code of the state, shall, and he or she is empowered to, install and use temporary, emergency, portable traffic-control devices. (Ord. 1434 §2, 1991: prior code §13.34).

10.16.030 Traffic regulation by nonpolice personnel.

A. The police chief, subject to the approval of the city manager and the provisions and requirements of the Vehicle Code of the state, shall, and he or she is empowered to, appoint persons on a temporary or permanent basis to regulate traffic within the city whenever traffic control devices are disabled or otherwise inoperable, at the scenes of accidents or disasters, or at such locations as may require traffic direction for orderly traffic flow.

B. Prior to the appointment of any person under subsection (A) of this section, the police chief shall prepare and approve a program of instruction for the training of such persons, which the police chief determines to be sufficient training for the regulation of traffic.

C. All persons appointed by the police chief to regulate traffic under this section shall attend and successfully complete the program of instruction specified in subsection (B) of this section prior to engaging in the regulation of traffic.

D. Persons appointed to regulate traffic under this section shall wear at the time of regulating traffic an official insignia issued by the police chief. Such insignia shall be worn in the manner and place specified by the police chief.

E. It is unlawful for any person to disobey the traffic directions of a person appointed to regulate traffic under this section when such appointee is wearing the official insignia issued by the police chief and is acting in the course of his or her appointed duties. (Ord. 1434 §3 (part), 1991).

10.16.040 Traffic regulation by nonpolice personnel at road construction or maintenance sites.

No person shall regulate traffic at the site of any road or street construction or maintenance without the prior authorization of the police chief. At the discretion of the police chief, such persons shall be required to attend and successfully complete the program of instruction specified in subsection (B) of Section 10.16.030, or such other program of instruction deemed appropriate by the police chief, prior to engaging in the regulation of traffic. 10.16.050 School crossing guards.

The police chief, subject to the approval of the city manager and to council appropriation of the necessary funds therefor, may appoint nonstudent school crossing guards for the protection of persons who are crossing a street or highway in the vicinity of a school or while returning thereafter to a place of safety. At the discretion of the police chief, such nonstudent crossing guards shall be required to attend and successfully complete a program of instruction for the training of such persons as deemed sufficient by the police chief.
