ARTICLE 4. PERSONNEL POLICY AND EMPLOYEE BENEFITS

1-401. PERSONNEL RULES AND REGULATIONS.

There is hereby incorporated by reference for the purpose of establishing employee personnel rules and regulations the document entitled "Uniform Personnel Rules and Regulations for the City of Nickerson." One copy of said document shall be marked or stamped "Official Copy as adopted by the Code of the City of Nickerson" and which there shall be attached a copy of this section. Said official copy shall be filed with the city clerk and shall be open to inspection and available to the public at all reasonable hours. All departments of the city shall be supplied with copies of such rules and regulations as may be deemed necessary. (Code 2014)

1-402. DEFERRED COMPENSATION; ESTABLISHED.

To enable the City of Nickerson to attract and to retain in its employment persons of competence and to provide a means for supplementing the retirement benefits of city employees, the City of Nickerson hereby elects to join and participate in the Kansas Public Employees Deferred Compensation Plan, as authorized by K.S.A. 75-5529(a) and 75-5529(b). 1-403. SAME; ADMINISTRATOR.

The City Clerk is hereby charged with the duties of serving as local administrator of the plan and shall provide forms to all city employees to specify the amount of any compensation voluntarily deferred, make appropriate reductions from the gross compensation of such employees, transfer to the Security Benefit Corporation the amount so deferred in accordance with the conditions established under the Plan Joinder Agreement, and serve as secretary of the deferred compensation committee established by 1-403.

1-404. SAME; RECORDS; ACCOUNTING.

The City Clerk shall periodically cause an accounting to be made to each employee participating in the City’s deferred compensation plan of the amount contributed and such other information as may be required by the committee. The City shall not be responsible for any loss incurred by an employee under the City’s deferred compensation plan adopted and approved by this provision. (Ord. 2003-10, Sec. 5; Code 2008)
