2.35.010 Definitions.

The following words and phrases shall mean:

“Airport manager” means the person or organization designated as such by the city manager. This person shall act as the appropriate authority to exercise administrative and/or operational control of the airport property and associated environs. The airport manager shall be responsible for the maintenance and management of the airport’s infrastructure, built environment, public relations, and promotion. The airport manager is responsible for assuring adherence to FAA rules and regulations, reporting violations and recommendations to the FAA on behalf of the city. 2.35.020 Name of airport.

The property owned by the city of Creswell and designated as zoned for airport operation shall be known as Creswell Municipal Airport (Hobby Field). [Ord. 497 § 2, 2016].

2.35.030 Purpose of airport.

The airport shall meet the general aviation demand for the city of Creswell and the region in general. It is the intent of the city that the airport be used to the fullest extent consistent with the general welfare and economic needs of the citizens of Creswell and the users of the airport in compliance with Federal Aviation Regulations (FAR). [Ord. 497 § 3, 2016].

2.35.040 Airport commission – Composition – Terms of office.

A. The airport commission shall consist of five members who shall be appointed by the mayor with the approval of the city council and shall be designated the “Creswell airport commission.”

B. The commission shall consist of one Creswell city councilor, two members who regularly use Hobby Field, and two members at large who shall reside in the city of Creswell and who can contribute to the purpose and goals of the airport. All members except for the city councilor shall serve a term of four years. The councilor shall be appointed annually.

C. The city manager shall assign staff support to the commission. The assigned staff member shall serve as the clerk/recorder of the commission. The city manager and staff shall be allowed to participate in all discussions but shall not have a vote.

D. The commission shall elect a chairperson from its members at a meeting held in January of each year. The councilor shall not be eligible to be chairperson of the committee but shall be eligible to vote.

E. One ex officio youth (18 years of age or younger) may be appointed by the mayor, without regards to jurisdictional restrictions, to serve a term of one year. The ex officio youth shall participate in discussions but shall not be a voting member.

F. The chairperson of the airport commission shall make an annual report to the Creswell city council outlining the accomplishments for the past year and work plan for the upcoming fiscal year, or more often as the chairperson deems appropriate, or at the request of the council. 2.35.050 Airport commission – Meetings.

The commission shall meet on the third Wednesday every other month for its regular meeting and may meet at such other times and as determined by the chairperson or by the written request of three members of the commission. The chairperson shall have the authority to cancel a meeting for lack of business; provided, that meetings are held no less than once per calendar quarter (no less than four meetings per year). All meetings shall be open to the public. [Ord. 497 § 5, 2016].

2.35.060 Airport commission – Vacancies and removals.

Appointments to fill vacancies shall be for the remainder of the unexpired term. All members of the commission shall serve at the will of the mayor and approval of the city council and any member may be removed by a majority vote by the city council. [Ord. 497 § 6, 2016].

2.35.070 Airport commission – Records.

The recording secretary shall keep accurate and complete minutes of each meeting and shall submit the minutes to the city manager and city recorder following committee approval of the minutes. [Ord. 519 § 3, 2018; Ord. 497 § 7, 2016].

2.35.080 Airport commission – Procedures.

A majority of the commission members shall constitute a quorum. Actions of the commission shall require affirmative vote of a majority of the commission membership. The airport commission shall follow meeting rules and regulations as established by city council and are consistent with the laws of the state, city Charter and ordinances. [Ord. 497 § 8, 2016].

2.35.090 Airport commission – Duties and powers.

A. The airport commission shall act as an advisory commission to the city council.

B. The airport commission shall assist the airport manager achieve strategic plan goals as established by the city council for the airport.

C. The airport commission shall have the authority and responsibility to:

1. Provide a forum for receiving citizen input regarding Hobby Field.

2. Review and recommend any changes which improve existing standards or establish new standards which maintain the relevancy of rules, regulations, and minimum operating standards.

3. Recommend policies governing the use of airport property.

4. Review and recommend any operational enhancements which maximize the protection of public health, welfare and safety of the airport.

5. Review and report to the city council on matters referred to it by the council.

6. Review studies or reports relating to Hobby Field and provide city council with recommendations. The airport commission’s duties shall include but not be limited to review capital improvement projects and aviation services.

7. Promote Hobby Field and make recommendations regarding its operations. The airport commission shall provide clear lines of communication in which shall maintain good relations between the airport and the broader community.

8. Recommend programs or airport-related activities that encourage and facilitate the use of the airport by the region.

9. Review the annual capital improvement and budgetary needs and bring a recommendation to the city manager by the airport manager by April 1st each year.

10. Review airport fee recommendations.

11. Review and make recommendations as appropriate regarding aviation grant applications.

12. Provide nominations to the city council for appointees to the airport commission.

13. The airport commission is advisory only and has no authority to obligate the city of Creswell.

14. The mayor may appoint, with the concurrence of the city council, an ad hoc committee to address issues that are not under the existing purview of the commission. [Ord. 519 § 3, 2018; Ord. 497 § 9, 2016].

2.35.100 Airport commission – Compensation.

Members of the airport commission shall receive no compensation for their service. Any expense incurred by a commission member must be pre-approved by the city manager or designee. [Ord. 519 § 3, 2018; Ord. 497 § 10, 2016].
