9.25.010 Obstruction of building entrances.

9.25.020 Obstruction of fire hydrants.

No owner or person in charge of property shall allow any vegetation or other thing on their property to be within four feet of a fire hydrant if it obstructs access to, or the use of, the hydrant. [Ord. 906 § 1, 2012; Ord. 688 § 72, 1995.]

9.25.030 Obstructing passageways.

1. No person shall obstruct, or cause to be obstructed, or assist in obstructing, pedestrian or vehicular traffic on any sidewalk or street, without making application and obtaining a permit from the City Administrator.

2. The provisions of this section shall not apply to:

a. The delivery of merchandise or equipment; provided, that no person shall permit such merchandise or equipment to remain on any street or sidewalk beyond a reasonable time; or

b. Any activity protected by the Oregon Constitution or United States Constitution.

3. No unauthorized person shall deposit any earth, gravel or debris upon any street or sidewalk without written authorization from the City. [Ord. 906 § 1, 2012; Ord. 727 § 1, 1997; Ord. 688 § 73, 1995.]

9.25.040 Damaging curbs and sidewalks.

1. No person shall drive a motor vehicle or pull a device pulled by a motor vehicle upon a curb, sidewalk or roadside planter strip, except to cross at a permanent driveway, without written authorization of the City, which shall only be granted:

a. To meet a temporary and identified need other than parking;

b. If in the opinion of the Public Works Director or his/her designee the requested activity will not likely damage the curb, sidewalk or planter strip; and

c. The person requesting permission to drive over the curb, sidewalk or planter strip accepts responsibility for any damage that results even though the Public Works Director may have concluded that the activity would not likely damage the curb, sidewalk or planter strip.

2. No unauthorized person shall place dirt, wood or other material in the gutter or space next to the curb of a street with the intention of using it as a driveway.

3. A person who causes damage to a curb, sidewalk or planter strip is subject to a fine of up to $500.00 for each day the violation continues, in addition to being responsible for repairing the damage or paying for the cost of the repairs. 9.25.050 Hauling.

No person shall haul sand, gravel, rock, wood or other substance in any vehicle or conveyance that is so constructed or in such condition as to allow the sand, gravel, rock, wood or other substance to fall on and litter the public streets of the City. [Ord. 688 § 91, 1995.]
