3.25.010 Contracting authority.

(1) The General Manager or his or her delegate is authorized to execute contracts on behalf of the District in amounts of $50,000 or less, for projects, materials, goods or services authorized in the District’s current adopted budget.

(2) In the event of an emergency, as declared by the District’s General Manager or acting General Manager, and ratified at the next meeting of the Board of Commissioners, the General Manager is authorized to execute contracts as he or she deems necessary to effectively and efficiently respond to the emergency.

(3) The District shall obtain and maintain bonds for the Finance Director and the General Manager in an amount of not less than $50,000 or such amount as set by law.

(4) The General Manager shall submit all such contracts to the Board of Commissioners for its review at the next meeting. [Amended during 2016 codification; Res. 2562 §§ 1 – 4, 2010].

3.25.020 MRSC rosters.

The District contracts with the Municipal Research and Services Center of Washington (MRSC) to adopt for District use those statewide electronic databases for small public works roster and consulting services developed and maintained by MRSC. [Amended during 2016 codification; Res. 2581 § 1, 2011].

3.25.030 Small public works roster.

The following small works roster procedures are established for use by the District pursuant to RCW 39.04.155:

(1) The District may use the small public works roster procedures for public works projects as set forth in the District’s purchasing manual as established by District Resolution No. 2527-2009.

(2) At least once a year, on behalf of the District, MRSC shall publish in a newspaper of general circulation within the District’s jurisdiction a notice of the existence of the roster or rosters and solicit the names of contractors for such roster or rosters. Appropriate contractors shall be added to appropriate MRSC roster(s) at any time that they submit a written request and necessary records. [Amended during 2016 codification; Res. 2581 § 2, 2011].

3.25.040 Consulting services roster.

Consulting services are professional services that have a primarily intellectual output or product and include architectural and engineering services as defined in RCW 39.80.020.

(1) At least once a year, on behalf of the District, MRSC shall publish in a newspaper of general circulation within the District’s jurisdiction a notice of the existence of the consulting services roster or rosters and solicit statements of qualifications from firms providing consulting services. Such advertisements will include information on how to find the address and telephone number of a representative of the District who can provide further details as to the District’s projected needs for consulting services. Firms or persons providing consulting services shall be added to appropriate MRSC roster or rosters at any time that they submit a written request and necessary records.

(2) The MRSC rosters shall distinguish between professional architectural and engineering services as defined in RCW 39.80.020 and other consulting services.

(3) The District reserves the right to publish an announcement on each occasion when professional services or other consulting services are required by the agency, consistent with the District’s purchasing manual. [Amended during 2016 codification; Res. 2581 § 3, 2011].

3.25.050 Fixed asset capitalization threshold.

The Finance Director is directed to only capitalize fixed asset purchases having a dollar value in excess of $25,000. [December 12, 2019 District memo; amended during 2016 codification; Res. 2439, 2004].

3.25.060 Purchasing manual.

(1) The District has adopted a purchasing manual, which is available on the District’s website, or upon request.
