1.116.010 Data processing committee abolished—Council created.

The Chelan County data processing committee is abolished and the Chelan County information services council is immediately created with organization and duties as follows in this chapter. (Res. 89-6 (part), 1/10/89).

1.116.020 Membership—Appointment—Designation of alternatives.

(a)    The council shall have membership including each elected or appointed department head from county agencies receiving support from the central services department. The board of commissioners, as a user department, shall be represented by a staff member.

(b)    The council members shall be appointed by the board of commissioners, by name, at the beginning of each calendar year. Each elected or appointed department head may additionally designate one alternate each year from their respective agency to sit in their absence. Nondesignated and nonappointed individuals will not be allowed to vote. (Res. 89-6 §§ 1, 2, 1/10/89).

1.116.030 Procedures—Nonvoting members—Selection of chairperson and committee members.

(a)    A majority of the total membership of the council shall constitute a quorum for the transaction of business.

(b)    The central services department manager shall be an ex-officio, nonvoting member of the council.

(c)    The council shall select its chairperson and other executive committee persons from its membership and may create specialized committees for the council as deemed necessary. (Res. 89-6 §§ 11, 12, 13, 1/10/89).

1.116.040 Duties and responsibilities.

(a)    The council shall develop policy governing the acquisition, operation and use of information processing goods and services by the county, to include centralized as well as decentralized micro-computer, mini-computer or mainframe systems. The policy statement shall be submitted to the board of commissioners for adoption.

(b)    The council shall develop and adopt by-laws for the internal conduct of its business.

(c)    The council shall oversee the management of the central services department through the use of periodic council meetings and shall designate an executive committee from the council as the management element to oversee the more frequent needs of the department manager and staff.

(d)    Representation from the council and the department manager shall report routinely on the status of information services to the board of commissioners. Initially, the meetings shall be held monthly and subsequent meetings shall be held as directed by the board or desired by the council, but at least on a quarterly basis. The council and manager will request from the board, the allocation of funds on a quarterly basis from the board-approved annual budget. The board will maintain oversight responsibility for the program through this reporting and budget allocation process.

(e)    The council shall develop and adopt county-wide and/or inter-departmental technical policies, standards and procedures.

(f)    The council shall develop recommendations to the board of commissioners for the annual budget, (including a listing of capital purchase items), departmental staffing requirements and direction concerning strategic planning goals and objectives for information services.

(g)    The council shall develop and implement a council-controlled policy and process which prioritizes work requests to the central services department and which provides for periodic council review of the department’s performance as related to the work program, and for an appeal procedure to the board of commissioners if a requesting county agency disagrees with the decision of the council.

(h)    The council shall select the top three applicants for the position of central services department manager, and shall provide these names, in recommended priority, to the board of commissioners for final selection. The council, in concert with the manager, shall oversee the selection of other department employees. (Res. 89-6 §§ 3—10, 1/10/89).
