2.04A.030 Councilor vacancies—Interviews.

(1)    The council will review the applicants’ materials for the purpose of selecting no more than five (5) applicants to interview. Upon completion of the applicants’ materials review, the council may convene in executive session to discuss the qualifications of applicants. The selection of candidates for interview shall be conducted by the council in an open public meeting. The vacating councilor can participate in the review of applicants’ materials and selection of candidates for interview if the vacating councilor is still in office.

(a)    The chair shall ask for selection of candidates for interview by way of a motion and second from the council.

(b)    Any councilor may make a motion requesting the interview of a particular applicant.

(c)    The chair shall proceed with a vote in the order of each motion made.

(d)    The selection of a candidate for an interview to fill a vacancy on the council shall be approved by an affirmative vote by a majority of the council, at least three (3) votes.

(2)    The clerk of the council shall publish the required public notice(s) for the meetings scheduled to interview applicants for the vacant position. The interviews shall not take place until the vacating councilor seat is vacant. This meeting may be at a regularly scheduled council meeting or a special meeting.
