2.24.010 Designated.

The city manager of the city is designated as purchasing agent for the city.  (Ord. 975 §1, 1988:  prior code §2.04.010)

2.24.020 Assistant.

The purchasing agent shall appoint an assistant purchasing agent to act in his behalf during those times when the purchasing agent is not available.  The assistant purchasing agent shall be vested with the same powers and authority as the purchasing agent when called upon to act during the purchasing agent’s absence.  It being the intent of the city council that the purchasing agent shall designate some employee of the city who will be readily available to handle purchasing problems defined in this chapter.  (Prior code §2.04.020)

2.24.030 Scope.

Purchases, as used in this chapter shall relate solely to the purchase of supplies or expenditures for necessary and proper maintenance work.  (Prior code §2.04.030)

2.24.040 Purchasing rules.

The following rules shall govern the purchase of supplies or expenditures for necessary and proper maintenance work:

A.    The various department heads of the city may, in their discretion, make purchases or expenditures up to five hundred dollars, without the prior approval of the purchasing agent.

B.    The purchasing agent, or his designee, must approve all purchases or expenditures.

C.    The city council reserves the right to make the final determination in the event of disputed expenditures or purchases.  (Ord. 975 §2, 1988:  prior code §2.04.040)

2.24.050 Administrative practice--Capital outlay expenditures.

The city manager shall set up, by written directive, the administrative practice concerning the purchase of supplies or expenditures for necessary and proper maintenance work.  All requests for capital outlay expenditures in excess of five thousand dollars shall be referred to the city council for approval.  (Ord. 975 §3, 1988:  prior code §2.04.050)

2.24.060 Compensation.

The purchasing agent and the assistant purchasing agent will receive no additional compensation for performing their duties under this chapter.  (Prior code §2.04.060)

2.24.070 Wilful disregard of purchasing policies.

Wilful disregard of the policies outlined by this chapter will be cause for disciplinary action.  (Prior code §2.04.070)
