15.12.010 Definitions.

“Mobile home” as used throughout this chapter shall be as defined in RCW 46.04.302. (Ord. 244 § 1, 1987).

15.12.020 Compliance required for placing within town.

Mobile homes, as defined in Section 15.12.010, may be placed within the corporate limits of the town in accordance with the rules and regulations set

out in this chapter. All mobile homes placed within the Index town limits must meet all State of Washington Department of Labor and Industries specifications, and must have the U.S. Department of Housing and Urban Development approval as set forth under RCW 43.22.340. (Ord. 244 § 2, 1987).

15.12.030 Placement requirements.

Mobile homes must be placed within the Index town limits in accordance with all setback requirements as are required for frame built homes as ruled by the town at the time of placement. (Ord. 244 § 3, 1987).

15.12.040 Permit and information requirements.

A permit shall be issued by the town to the Snohomish County Building Department for each mobile home prior to placement of such unit within the corporate limits of the town. Any person desiring such permit for placement of a mobile home within the Index town limits shall provide the town with the following information:

(A) Legal description of the land upon which the mobile home is to be placed;

(B) Name, address, and telephone number of the owner of the land upon which the unit is to be placed;

(C) Name, address, and telephone number of the legal owner of the mobile home;

(D) Proof of ownership of the mobile home;

(E) Proof of Washington Department of Labor and Industries approval of mobile home as promulgated under RCW 43.22.340;

(F) Site plan drawn to scale;

(G) A detailed description of the mobile home, including all dimensions, exits, and utilities connections, together with a description of the proposed method of sewage disposal and water supply hookup;

(H) A description of the proposed use of the mobile home;

(I) A complete description of the proposed method of securing the mobile home to the land upon which it will be located; provided that said method of securing the mobile home to the land conforms to the requirements set forth by the Uniform Building Code and the Snohomish County Building Department;

(J) Complete forms as necessary for a town SEPA determination, supplying as much information as is necessary to accurately provide an environmental assessment. (Ord. 244 § 4, 1987).

15.12.050 Permit issuance requirements.

A permit for the installation of a mobile home shall be issued by Snohomish County upon notice from the town that all parts of Section 15.12.040 have been met and the town Planning Commission has reviewed and approved the information as submitted by the applicant. (Ord. 244 § 5, 1987).

15.12.060 Fees.

Fees shall be set by Snohomish County and paid to the Snohomish County Building Department. (Ord. 244 § 6, 1987).

15.12.070 Standards.

Before a mobile home can be occupied, the owner must satisfy the town that the unit is located according to the following standards:

(A) Only one mobile home per parcel of real property that complies with the town Comprehensive Plan, Snohomish County Building Department, Uniform Building Codes, and FEMA.

(B) The mobile home may be occupied only as a singly-family dwelling as defined in the Uniform Building Code.

(C) The mobile home has been inspected and approved in accordance with WAC rules.

(D) The mobile home has a U.S. Department of Housing and Urban Development approval plate.

(E) The mobile homes located on parcels of real property shall have a minimum width of not less than 17 feet as measured at all points perpendicular to the length of the mobile home, and contain not less than 720 square feet of living area enclosed within the walls of the unit.

(F) The mobile home shall have a manufacture date not earlier than five (5) years from the date of application for placement and shall comply with federal manufactured housing standards as evidenced by the appropriate seals affixed to the outer skin, or owner has applied for Snohomish County special inspection for mobile homes and received approval prior to application for placement.

(G) Applicant has obtained all other building permits.

(H) All lot size and set-back requirements as imposed for non-mobile structures have been met.

(I) Within thirty (30) days of occupancy, fire- resistant skirting shall be installed to enclose all areas from the lower edge of the outside walls to the ground with a removable access panel. Failure to comply with this requirement shall constitute a violation, and shall be subject to penalties as set forth by Snohomish County, and shall be collected by Snohomish County.

(J) A minimum of eighteen (18) inches of crawl space under the mobile home shall be provided.

(K) Permanent steps shall be affixed to all exits of the mobile home.

(L) All wheels and tongues shall be removed from the unit.

(M) The mobile home shall be tied down to concrete pads with appropriate tie-down material as set forth by Snohomish County and the Uniform Building Code.

(N) No mobile home shall be occupied, either temporarily or permanently, until it has been connected to a water supply approved by the town and by the Snohomish County Health District, and has been connected to a waste removal system approved as above. Failure to comply with this regulation shall constitute a violation. (Ord. 244 § 7, 1987).

15.12.080 Violation.

Any person who violates any provision of this chapter shall, upon conviction, be penalized as determined by Snohomish County. (Ord. 244 § 8, 1987).

15.12.090 Penalties.

Any person who is convicted of any violation of any provision, standard, code, and/or requirement as set forth herein shall be subject to penalties, fines, and/or forfeitures as established and/or determined by Snohomish County and/or the State of Washington. (Ord. 244 § 9, 1987).
