LODGING TAX ADVISORY COMMISSION

2.69.010 Created – Purpose.

The lodging tax advisory commission (LTAC) is created to support and act in an advisory capacity and to deliberate and make recommendations on legislative matters relating to the disbursement of the four percent lodging tax that is collected within the city limits of Langley. (Ord. 1101 § 1, 2022)

2.69.020 Responsibilities.

A.    The LTAC shall be responsible to advise and make recommendations to the city council and mayor following review of the city’s lodging tax disbursement issues described in Section 2.69.010.

B.    LTAC recommendations to the city council shall not supplant administrative advice on policy issues but rather serve to supplement administrative advice. The LTAC and its members shall not interfere with administrative staff functions involving the day-to-day operation of the city.

C.    The LTAC shall be responsible for review of all applications for lodging tax from local organizations and individuals and make recommendations to council for approval. (Ord. 1101 § 1, 2022)

2.69.030 Membership and terms.

A.    The LTAC shall be comprised of seven voting commission members. One of the LTAC commission members shall be a sitting city council member, two members will be representatives of the lodging industry, two members will be representatives from groups eligible to receive funding from the lodging tax revenues, two members will be representatives from the general public and there will be one or more alternate member(s) who is/are not a city council member from any of the above categories who can participate in all discussion and vote in the absence of any regular member.

B.    A majority of citizen members shall work, own businesses, volunteer for nonprofits located within the city, and/or reside within the city limits unless otherwise provided for herein.

C.    Pursuant to Section 2.34.080, the mayor shall assign the staff member to the LTAC to provide technical expertise and staff support.

D.    LTAC members shall serve for three years from the date of their appointment. Terms shall be staggered so that no more than two positions need be filled in any one year. The mayor shall determine which initial members will serve one-year, two-year and three-year appointments. (Ord. 1101 § 1, 2022)

2.69.040 Meetings.

The LTAC shall meet regularly on at least a monthly basis and shall adopt and publish policies regarding the time, place, and frequency of meetings, and adopt rules of procedure governing the conduct of such meetings. If there is no business to conduct, a meeting cancellation notice shall be posted in the same manner as all meeting notices. Special meetings may be held as often as the LTAC deems necessary. Notice of special meetings must be provided in accord with the Washington State Open Public Meetings Act. (Ord. 1101 § 1, 2022)
