2.52.010 Formation.

A program of air resources management should be and is initiated, such program to begin with:

A.    The formation of an air pollution control district in accordance with the provisions of Chapter 70.94 RCW and amendments thereto, such district being necessary for effective, efficient and equitable air pollution control;

B.    The development of performance standards and regulatory controls for future industrial, commercial and other land uses proposing to locate within the limits of the district. The standards and regulatory controls shall serve on an emergency-interim basis until such time as more complete and detailed studies of present and potential problems, relating to air pollution, can be conducted and the ultimate development of more comprehensive standards and regulatory controls be realized by such action as may be found necessary. 2.52.020 Membership.

The air pollution district shall include, but not be limited to Skagit County, and to include the cities and towns of Mount Vernon, Burlington, Anacortes, Lyman, Hamilton, La Conner, Concrete and Sedro-Woolley. The city agrees, together with said other cities, towns, and the county participating in the control district, to the conditions as set forth in Sections 2.52.030 through 2.52.060. 2.52.030 Name.

The name of the district shall be the “Skagit County Air Pollution Control District.” (Ord. 659 (3)(a), 1966)

2.52.040 Office.

The principal office and place of business of the district shall be Mount Vernon, Washington, or at such other place as the board of directors of the district may from time to time agree upon by majority vote. (Ord. 659 (3)(b), 1966)

2.52.050 Term of operation.

It shall continue in active operation for such period of time and to such time as the board of directors of the district may find necessary to conduct research and studies and/or effectuate controls with respect to air pollution. (Ord. 659 (3)(c), 1966)

2.52.060 Geographic area.

The geographic area of the district shall include the unincorporated areas of the participating cities or towns, to the end that all of the area within Skagit County shall be a part of the participating jurisdiction of the district.

A copy of this chapter shall be forthwith filed with the Secretary of the state of Washington, with the county auditor and the county treasurer, and with each of the participating cities, towns or agencies. (Ord. 659 (3)(d), 1966)
