17.48.010 Conditional use designation.

Mobile and manufactures home parks shall be a conditional use in the R-5, R-7 and R-15 zones, and prohibited in all other zones. As used herein, mobile home includes mobile or manufactured homes. (Ord. 1484-04 § 12 (part), 2004: Ord. 1013 § 3.09.01, 1985)

17.48.020 Conditional use permit application—Contents.

The binding site plan portion of an application for conditional use permit to allow a mobile home park shall include, as a minimum, the following:

A.    Name of proposed mobile home park;

B.    Name, address and telephone number of person preparing the plan;

C.    Scale, date and northpoint;

D.    Vicinity sketch;

E.    Boundaries, dimensions and area of the mobile home park and mobile home spaces;

F.    Location and dimensions of existing and proposed structures, streets, pedestrians ways, sewers, water mains and drainage facilities;

G.    Location of existing and proposed street lighting, landscaping, screening, fire hydrants, solid waste facilities and signs;

H.    Existing and proposed topography with contour intervals of two feet or less;

I.    Enlarged plan of a typical space showing mobile home, parking, utility connections and other improvements;

J.    Any other significant physical features; and

K.    Language to the effect that all development shall be in conformance with the binding site plan. (Ord. 1484-04 § 12 (part), 2004: Ord. 1013 § 3.09.02, 1985)

17.48.030 Minimum standards.

The decision of whether to approve a mobile home park will depend on compliance with the criteria established in Section 17.56.060. In no case, however, shall a mobile home park be approved which does not meet the following minimum standards:

A.    Maximum overall density shall not exceed one mobile home per six thousand square feet. For computing density, project area shall exclude public rights-of-way and private streets and sidewalks. Unbuildable areas may constitute no more than twenty-five percent of total project area.

B.    All mobile homes and other principal structures shall be setback at least:

1.    Twenty feet from mobile home park boundaries and any public street right-of-way;

2.    Five feet from boundary of the leased space on which the mobile home is sited;

3.    Five feet from any private street or sidewalk; and

4.    Three feet from detached accessory structures.

C.    Off-site streets shall be adequate to serve the mobile home park without exceeding their capacity.

D.    Internal streets shall be private. All streets shall be constructed in accordance with the standards set forth in Chapter 15.40 of the Sedro-Woolley Municipal Code.

E.    Adequate provisions for drainage, fire hydrants, water and public sewers shall be provided.

F.    Utilities shall be underground with adequate easements.

G.    Landscaping and screening shall be provided around the entire perimeter of the mobile home park in accordance with Sections 17.50.080(B) and (C).

H.    Off-street parking shall be provided in accordance with Chapter 17.36, provided that on-street parallel parking or satellite parking required by Section 17.48.030(D) shall not count in meeting this requirement.

I.    Mobile homes within approved mobile homes parks shall:

1.    Be placed on a permanent foundation or footings and piers and meet all manufacturer’s specifications for support;

2.    Be securely tied down in accordance with the manufacturer’s specifications or those of a licensed architect or engineer;

3.    Have the tongue removed;

4.    Maintain a minimum of eighteen inches crawl space under the entire mobile home;

5.    Have permanent steps affixed to all exits;

6.    Be approved by and bear the insignia of the U.S. Department of Housing and Urban Development;

7.    Have a securely attached exterior skirting material consisting of concrete, masonry, or pressure treated wood, or vinyl siding that extends around the entire mobile home between the ground and the outer bottom portion of the dwelling;

8.    Have a finished exterior consisting of a composition roof and wood or wood-type siding;

9.    Have a minimum area of five hundred square feet exclusive of expandos; and

10.    Have a minimum width of not less than fourteen feet. (Ord. 1484-04 § 12 (part), 2004: Ord. 1206 § 2, 1994: Ord. 1013 § 3.09.03, 1985)

17.48.040 Design review.

All mobile and manufactured home parks shall comply with the design review standards of SWMC Chapter 15.44 for conformance with this and other provisions of the city code. (Ord. 1484-04 § 12 (part), 2004)
