1.08.010 Departments.
All departments referred to in Chapter 1.06 WCC, which have not heretofore been created by ordinance, are hereby created and established. The duties and powers of the departments and department heads, not heretofore established by ordinance, are defined as follows. (Ord. 1330 § 10, 1953)
1.08.030 Museum department.
The museum department shall consist of the city museum and shall be operated by the curator under the direction of the museum board. (Ord. 1330 § 10, 1953)
1.08.035 Museum projects coordinator.
(1) There is established the position of museum projects coordinator for the city of Wenatchee who shall be appointed by a majority of the city commission and serve under the supervision and direction of the city of Wenatchee museum director.
(2) The museum projects coordinator shall be responsible for the establishment and coordination of historic preservation activities for the city of Wenatchee through a state recognized certified local government process, coordination and management of museum-related special projects, events and community exhibits. 1.08.050 Police judge – Court – Statutory powers, duties.
The powers, rights and duties of the police judge and court shall be those established by law as outlined in RCW 35.23.590 to 35.23.660, both inclusive. (Ord. 1330 § 10, 1953)
1.08.070 Memorial Hall department.
The Memorial Hall department shall consist of Memorial Hall and shall be under the supervision of Wenatchee Post No. 10 of the American Legion under the direction of the Memorial Hall board of trustees, of which the mayor shall be chairman. (Ord. 1330 § 10, 1953)
1.08.080 City clerk department – Powers – Duties.
The city clerk department shall be under the supervision of the city clerk, who shall also be the secretary of the commission. It shall be the duty of the city clerk to perform all duties and obligations as might be required by law; to keep the corporate seal, and all papers and documents belonging to the city in the custody of the city clerk, to attend the sitting of the commissioners and to keep a journal of the proceedings and records of all of their resolutions and ordinances, to sign all warrants and licenses issued in pursuance of the orders and ordinances of the commissioners and to affix the corporate seal on such licenses, to sign all deeds, leases, contracts, bonds, and other documents when authorized by the commission, to keep an accurate account in a suitable book under appropriate heads of all expenditures of all orders drawn upon the city treasurer and of all warrants issued in pursuance thereof, to keep an account in appropriate records of all licenses issued, with the names of the persons to whom issued, the time for which the same was granted, and the sums paid therefor, to keep proper records regarding cemetery lots and details thereof. The city commission by motion may delegate all or any part of the city clerk duties to a deputy city clerk who may be appointed by that motion or separate motion. 1.08.090 Purchasing department – Powers – Duties.
The purchasing department shall be under the supervision of the purchasing agent. It shall be the duty of the purchasing agent to arrange for the purchase and procurement of all services, materials and equipment purchased by the city upon presentation of properly signed requisitions by the department or subdepartment heads, subject to budgetary authority and availability of funds, to make appropriate arrangements for bids when required by law or when so directed by the commission, to prepare and maintain a complete, accurate and current inventory and record of all city property. 1.08.100 City treasurer department – Powers – Duties.
The city treasurer department shall be under the supervision of the city treasurer. It shall be the duty of the city treasurer to receive and safely keep all moneys belonging to the city of Wenatchee from whatever source derived, to place the same to the credit of the different funds to which they properly belong, in a book kept for that purpose, to disburse said money by direction of the commissioners and in accordance with the provisions made by them pursuant to law and ordinance, and to make a report monthly to the commissioners of the condition of the treasury. 1.08.105 Auditor and deputy auditor.
(1) There are established the positions of city auditor and deputy city auditor for the purpose of auditing all claims prior to payment thereof by the city, and such other duties as prescribed by RCW 42.24.080, and/or directed by the city commission.
(2) The position of city auditor shall be fulfilled by the city accounting manager and the position of deputy city auditor shall be fulfilled by the accountant/deputy city treasurer. (Ord. 3037 §§ 1, 2, 1993)
1.08.110 Department of public works established – Director appointment.
There is established a department of public works of the city of Wenatchee to be headed by a director of public works who shall be appointed by the commissioner of streets and public improvements, subject to confirmation by a majority vote of the city commission of the city of Wenatchee.
The director of public works shall manage the subdepartments of the department of public works as directed by the commissioner of the department of public works including, but not limited to:
(1) The water resource department;
(2) The transportation and construction department;
(3) Repealed by Ord. 3189.
(4) The equipment and plant maintenance department;
(5) Code enforcement department. (Ord. 3189 § 3, 1996; Ord. 2665 § 3, 1987)
1.08.120 Water resource department – Responsibilities.
The water resource department shall be under the supervision of the water resource manager who is responsible for the development, operation and maintenance of the water treatment and distribution system, and the sanitary sewer collection and wastewater treatment facilities and other related matter. 1.08.130 Transportation and construction department – Responsibilities.
The transportation and construction department shall be operated under the supervision of the transportation and construction manager who is responsible for all civil engineering activities for the department along with the repair, maintenance, and replacement of the street and storm sewer systems, including street lighting and traffic control and other related matters. 1.08.160 Equipment and plant maintenance department – Responsibilities.
The equipment and plant maintenance department shall be under the supervision of the equipment and plant maintenance manager who is responsible for all vehicle and equipment maintenance and repair, buildings and plant maintenance for city buildings and the development and implementation of a safety program for all employees and other related matters. 1.08.170 Code enforcement department – Responsibilities.
The code enforcement department shall be under the supervision of the code enforcement manager (building official) who is responsible for the development and enforcement of all ordinances relating to uniform construction codes and related matters. (Ord. 2665 § 8, 1987)
1.08.180 City shop – Financial arrangements.
Hereinafter financing and accounting for the city shop shall be through the equipment rental fund. (Ord. 2665 § 9, 1987)
1.08.240 Subdepartments – Reassignment – When.
The city commission may by ordinance or resolution transfer one or more of the subdepartments mentioned herein from its assigned department to any other department, may create additional subdepartments and may assign additional duties or subdepartments to any of the three departments. Subdepartment heads shall perform all duties necessary and incidental to their office or which may be prescribed by law or ordinance now in effect or hereafter enacted. (Ord. 1330 § 11, 1953)
1.08.250 City attorney – Powers and duties.
The city attorney and such assistant city attorneys as might be appointed by the city attorney shall act as the legal advisor of the city commission and of all officers of the city in relation to matters pertaining to the respective offices, the city attorney shall represent the city in all litigation and all courts in which the city is a party or directly interested and shall prosecute all violations of ordinances and shall act generally as attorney for the city of the several departments and the city government. The city attorney shall perform such other duties and provide such other services as the city commission may direct. The city attorney shall serve at the pleasure of the city commission. 1.08.255 City attorney – Local improvement district payments for legal services – Salary.
Local improvement districts created prior to January 1, 1990, shall pay to the general fund one-half of one percent of the total cost of improvements as and for legal services.
Any local improvement district created after January 1, 1990, shall pay to the general fund one percent of the total cost of improvements as and for administrative and legal services.
The compensation for the city attorney shall be such sum as the city commission might from time to time establish. (Ord. 2809 §§ 3, 4, 1989)
1.08.260 Accounting department – Duties.
The accounting department shall be under the supervision of the accountant and shall perform all accounting and related services for all departments of the city. (Ord. 1636, 1960; Ord. 1330 § 10(s), 1953)
