10.16.010 Interference with snow removal or street cleaning prohibited.

A. It is unlawful to park any motor vehicle upon the road right-of-way, so as to interfere with snow removal or street cleaning, of any public street within the town.

B. Any person found guilty of violating any term or provision of this section shall be punished by a fine in an amount not less than five dollars ($5.00) nor more than twenty-five dollars ($25.00). (Ord. 409 §§ 2, 3 (part), 1993)

10.16.020 Parking prohibited.

A. Parking of motor vehicles on and along the southwesterly right-of-way line of Primary State Highway No. 20 between milepost 193.58 and milepost 193.65 is prohibited.

B. Posting, placing or erection of commercial or advertising signs within the area described in subsection A of this section is prohibited.

C. Any person found to be in violation of this section shall be assessed a civil penalty of not less than five dollars ($5.00) nor more than twenty-five dollars ($25.00) per violation. For the purposes of this section, each day that a person is found to be in violation constitutes a separate violation. (Ord. 474 § 3(G), 1996; Ord. 348 §§ 1—3, 1988)

10.16.030 Parking prohibited during certain hours.

A. It is unlawful to park any motor vehicle on either side of Riverside Avenue in the town between the hours of three a.m. and six a.m.

B. Any person found guilty of violating any term or provision of this section shall be punished by a fine in an amount not less than five dollars ($5.00) nor more than twenty-five dollars ($25.00). (Ord. 409 §§ 1, 3 (part), 1993)

10.16.040 Ten (10) minute parking only.

A. The parking of automobiles, motorcycles, other motorized vehicles or bicycles on the eastern side of Riverside Avenue in front of the Winthrop Information Center, as further described below, is limited and restricted to ten (10) minutes per vehicle.

B. The area affected by this section, as generally described in subsection A of this section, shall be the first striped angle parking stall on the eastern side of Riverside Avenue and south of the intersection of Riverside Avenue and Bridge Street and containing one parking space.

C. Any violation of this section shall be deemed a traffic violation, and any person found violating the terms of this section shall be subject to a fine of not less than five dollars nor more than twenty-five dollars ($25.00). 10.16.050 Restricted parking on Riverside Avenue and Bridge Street.

A. Parking of automotive vehicles in the same parking space or place for more than four consecutive hours is prohibited upon the following designated streets of the town between the hours of seven a.m. and five p.m.:

1. Upon Riverside Avenue from where it intersects with Bluff Street on the north to 303 Riverside Avenue on the south;

2. Upon Bridge Street from Riverside Avenue on the east to the Chewuch River Bridge on the west.

B. The restrictions set forth in subsection A of this section shall be in force from May 1st to October 31st of each year.

C. No vehicle, the length of which extends beyond the white fog line, or if no fog line appears, the length of which extends into the traffic way or flow, shall be parked upon those portions of Riverside Avenue and Bridge Street of the town delineated in subsection A of this section.

D. Violation of any provision of this section shall be a civil traffic infraction and following penalties shall be imposed:

1. First violation within any twelve (12) consecutive months: fifty dollars ($50.00).

2. Second violation within any twelve (12) consecutive months: one hundred twenty-five dollars ($125.00).

3. Third violation within any twelve (12) consecutive months: vehicle will be impounded at the owner’s expense. (Ord. 769 § 2, 2023; Ord. 760 § 1, 2022; Ord. 583 § 1, 2006: Ord. 556 § 1, 2004; Ord. 447 §§ 1—4, 1995)

10.16.060 Angle parking and parallel parking.

A. Angle parking only is permitted on the southerly side of Bridge Street which lies between Riverside Avenue and the Chewuch River Bridge, to exclude from any parking those areas where parking is normally prohibited by law.

B. Angle parking only is permitted on that portion of Riverside Avenue lying between the northerly boundary of Lot 6, Block 4, Supplemental Plat of Winthrop (now Trails End Motel) and the northerly boundary of Lot 6, Block 1, Supplemental Plat of Winthrop (now Silverstar Building) on the south, to exclude from any parking those areas where parking is normally prohibited or otherwise regulated by law; provided, that parallel parking only shall be permitted in the following locations in such portion of Riverside Avenue:

1. On the west side of Riverside Avenue adjacent to Lots 16, 17 and 18, Block 1, Supplemental Plat of Winthrop (now known as the Okanogan County Electric Co-Op facility);

2. On the east side of Riverside Avenue adjacent to the south half of Lot 17, Block 3, Supplemental Plat of Winthrop extended across the vacated portion of Riverside Avenue (now known as the “freight office” or “Studio 1890”);

3. Any portion of the east side of Riverside Avenue lying southerly of the south crosswalk thereon (approximately adjacent to Lot 16, Block 3, Supplemental Plat of Winthrop, extended across the vacated portion of Riverside Avenue).

C. The areas of Bridge Street and of Riverside Avenue in which angle parking is authorized shall be signed and marked to indicate angle parking only.

D. Violation of the terms of this section shall constitute a civil infraction with a monetary penalty of not less than five dollars ($5.00) nor more than twenty-five dollars ($25.00). For the purposes of this section, each day that a person is found to be in violation constitutes a separate violation. (Ord. 474 § 3(H), 1996; Ord. 374 §§ 1—3, 5, 1990)

10.16.080 Double-parking prohibited.

No truck or delivery vehicle shall double-park or in any way park or stand in any street, roadway or thoroughfare within the town. (Ord. 437 § 5, 1994)
