2.12.010 Attorney.

The duties of the attorney shall be as prescribed by the codes and statutes of the state. (Ord. 2 § 3, 1911)

2.12.020 Appointment of officers.

The mayor is authorized and empowered to appoint a police chief, a poundmaster, a superintendent of streets, a civil engineer and a municipal judge of the city. (Ord. 3 § 1, 1911)

2.12.030 Police chief – Additional functions.

The police chief of the city is authorized, and it is made a part of his duties, to act as poundmaster and superintendent of streets; and his compensation shall be as fixed by ordinance for the performance of his duties as police chief, and none other. Such services shall be performed under the direction of the street committee or city council. (Ord. 3 § 2, 1911)

2.12.040 Civil engineer – Compensation.

The compensation of the civil engineer shall be as may hereafter be fixed by the council. (Ord. 3 § 4, 1911)

2.12.050 Charge card use.

The city council for the city grants authority to the city clerk/treasurer to obtain a Visa charge card from Key Bank. That charge card may be used by officers and employees of the city for the sole purpose of paying and covering reasonable and necessary expenses incident to authorized travel. Officers and employees of the city who use the Visa charge card to pay travel expenses are required to comply in all respects with the provisions of RCW 42.24.115 regarding the submission of a fully itemized travel expense voucher and a repayment of disallowed charges. 2.12.060 City administrator – Appointment – Compensation.

The office of city administrator shall be appointed and subject to dismissal by the mayor, with confirmation by city council. The salary and benefits for the city administrator shall be set by city council and incorporated in the municipal budget, as adopted by the city council. (Ord. 1366 § 2, 2014; Ord. 1023 § 3, 2004)

2.12.070 City administrator – Powers and duties.

The city administrator shall be responsible for the coordination and direction of all city departments, including public works, police, fire, municipal court, clerk/finance and planning.

In addition to the foregoing, the city administrator shall:

A. Coordinate the activities of the city departments to effectively and economically conduct city business; administer the mandates of city ordinances, and directives and policies established by the city council; and serve at the direction of the mayor. Service and administration shall be implemented in a unified and coordinated manner.

B. Assure that the mayor and city council are fully advised on financial and operational matters as well as the needs of the city services, and other activities which may be required by the citizens; ensure long-range fiscal planning for the city of Zillah; to provide optimum expansion of facilities to meet growth requirements; and plan for the preparation and submission of the annual budget to the mayor and council.

C. Perform the treasury and the clerk activities of the city. To this end, the position of city administrator encompasses the duties and responsibilities of city clerk/treasurer.

D. Propose changes to policies, ordinances, and other regulatory constraints which facilitate or improve the operation or management of the city.

E. Be responsible for the direction of work programs, budget and performance evaluations of each head of department (appointed officials); recommend to the mayor promotions and merit increases; and, upon approval of the mayor, be responsible for discipline or dismissal of department heads and/or appointed officials.

F. Participate actively in the community and civic groups to further the understanding between the city administration and the public. (Ord. 1366 § 3, 2014; Ord. 1023 § 3, 2004)

2.12.080 Code enforcement officer.

A. Responsibilities. The code enforcement officer for the city shall have the following duties and responsibilities:

1. To periodically patrol or inspect areas within the city and to monitor for violations of municipal codes and ordinances.

2. To respond to complaints of potential code violations relating to signs, building occupancy, nuisances, building construction, dumping of garbage or refuge, clearing, grading, polluting, or any other code related matter.

3. To conduct field investigations of potential violations, including the gathering of evidence and the interviewing of witnesses or potential violators.

4. To meet with property owners, contractors, developers and others to review and explain code requirements and possible violations of city codes.

5. To maintain a variety of logs and records related to inspections and enforcement activities, and to prepare recommendations for amendments and additions to city codes and ordinances relating to building and building related codes.

6. To coordinate with the police department and with the city prosecutor or other administrative agencies within the city as needed to prepare for court actions and to testify as needed in any court action.

7. To enforce building related codes including the International Building Code, International Residential Code, Uniform Abatement of Dangerous Building Code and other municipal codes regarding plumbing, energy, etc.

8. To perform any other duty determined and assigned to the code enforcement officer by the mayor or public works director.

B. Citation Authority. The code enforcement officer shall be vested with authority to issue criminal citations for violations of city codes and ordinances and to prosecute any suspected violations in the municipal court for the city. A code enforcement officer shall have police powers to issue such citations and shall cooperate with the clerk of the municipal court and the chief of police. (Ord. 853 §§ 2, 3, 1998)
