6.08.010 Common pound.

The city council shall cause to be secured, provided, fitted up and maintained within the corporate limits a common pound. (Prior code § 4.08.020).

6.08.020 Poundkeeper – Appointment.

There shall be appointed by the proper authority a poundkeeper, to serve as such during the pleasure of the appointing power and to receive for such services such compensation as the city council may designate; provided, that the chief of police may be required to serve as such poundkeeper. (Prior code § 4.08.030).

6.08.030 Poundkeeper – Duty to care for impounded animals.

It shall be the duty of the poundkeeper to feed and water any impounded animal or animals in a suitable and humane manner during the time the same may be in his care and custody. (Prior code § 4.08.040).

6.08.040 Impounding – Notice to owner – Redelivery to owner.

A. It shall be the duty of the poundkeeper of the city, whenever any cow or other head of meat cattle, goat, sheep, horse, mare, mule or ass is found or reported to be running at large within the corporate limits of the city, to take up the same and place it in the pound and notify the owner thereof within 24 hours thereafter; if the owner is unknown, the poundkeeper shall give notice by publication in the official newspaper of the city for two successive publications thereof.

B. Before any animal which has been impounded as above provided for is delivered to the owner thereof, such owner shall pay to the city of Colville the sum of $25.00 for impounding the same and in addition thereto shall pay the sum of $25.00 for each and every day or fraction thereof that the animal control officer has had charge and custody of such animal. 6.08.050 Unclaimed animals.

If the owner of the impounded animal or animals fails to claim the same and pay the charge and costs as provided in this chapter, within three days after receiving notice in writing, or within six days from the date of the last publication of the notice, as provided for in CMC 6.08.040, it shall be the duty of the poundkeeper of the city to offer the animal or animals for sale, after first having given due notice of the time and place of the sale, containing a description of the animal or animals and reciting that the same were found running at large within the city limits of the city, for a period of 10 days, and also by publication of the notice in two successive issues of the official newspaper of the city, and shall apply the proceeds of the sale of the animals first, to the costs and charges of impounding, keeping and selling of the animal or animals, and the balance, if any there be, shall be paid into the city treasury for the use of the city.
