11-1 Hospital administrator – Position established; qualifications and duties.
There is hereby created and established in the service of the county the position of employment hereafter to be known and designated as “hospital administrator” of the Colusa Memorial Hospital, the duties and qualifications for which position shall be and are subject to determination and control by the board of supervisors. 11-2 Same – Appointment; compensation.
The position of hospital administrator created pursuant to the preceding section shall be filled by appointment by the board of supervisors and the incumbent of such position shall receive as compensation for the services required of him by law, such sum as the board of supervisors may from time to time prescribe, payable monthly from the hospital fund. 11-3 Same – Travel expenses.
The hospital administrator shall, in addition to his salary, receive his actual and necessary traveling expenses incurred in the performance of his duty, mileage to be at the same rate as other county officials, for which he shall present his claim in the regular manner for claim of such nature. 11-4 Compensation of hospital staff generally – Pay period.
The monthly pay period for all officers, deputies, assistants, clerks and employees of the county employed in the Colusa County Memorial Hospital shall be upon the basis of the calendar month, and the monthly salary and compensation for all such officers, deputies, assistants, clerks and employees shall be computed and paid monthly upon the basis of services rendered during the preceding calendar month. 11-5 Same – Pay day.
On a day not later than the fifth day of each month, unless such fifth day shall fall upon a nonbusiness day, then, in that event, upon the next business day following the fifth day of the month, but in no event later than the tenth day of each month, the auditor of the county shall draw his warrant upon the treasurer of the county in favor of each officer, deputy, assistant, clerk and employee of the county employed in the Colusa County Memorial Hospital for the amount of salary, wages and compensation due for the preceding calendar month. 11-6 Policy for admission of county residents.
The Colusa County Memorial Hospital, now operating in Colusa, in the county shall continue to serve the best interests of the residents of the county by rendering medical and hospital services to the following classes of persons:
(a) Residents generally. To all residents of the county, not included in subsections (b), (c) and (d) of this section, if private hospital facilities are not available, at a daily cost per person to be fixed from time to time by the board of supervisors on the basis of the cost and value of such services.
(b) Resident veterans. To veterans residing in the county, and to dependent members of their families, residing in the county, at a daily cost to be fixed by the board of supervisors.
(c) Residents unable to pay full price. To those residents of the county, who are economically unable to pay, or through legally responsible relatives are unable to pay, the full or any price so fixed by the board of supervisors for such services, upon entrance to the hospital, but who shall, however, pay such part, or all, of the cost when and as they are able to pay.
(d) Indigent residents. All indigent persons residing in the county.
“Indigent,” when used in connection with admissions to the county hospital, includes an inhabitant of the county who possesses the required qualifications of residence, and who has insufficient means to pay for his maintenance in a hospital, after providing for those, who legally claim his support, the necessities of life. “Residence,” when used in connection with admission to the county hospital of indigents, shall be defined as a person who has lawfully resided in the county continuously for one year immediately preceding his application for admission. 11-7 Nonresidents to be admitted only in emergencies.
No person residing out of the county shall be admitted to the county hospital, except in emergencies. “Emergency” shall be defined, when used in connection with admission to the county hospital, as a person who may be injured or rendered suddenly ill and immediate hospitalization may be necessary to save such person’s life.
