2.24.010 Board created.

There is hereby created a city of Puyallup parks, recreation and senior advisory board. The word “board” shall be deemed to mean the city of Puyallup parks, recreation and senior advisory board whenever used in this chapter. (Ord. 2953 § 1 (Exh. A), 2010).

2.24.020 Board membership.

(1) The membership of the board shall consist of all members of the parks and recreation board and senior advisory board that are serving at the time of enactment of the ordinance codified in this chapter. As the terms of members of the parks and recreation board and senior advisory board expire, the membership of the board shall be reduced to and consist of seven permanent members.

(2) The members of the board shall be residents of the city of Puyallup.

(3) When possible, at least three of the members of the board shall be 55 years of age or older. (Ord. 2992 § 1, 2011; Ord. 2953 § 1 (Exh. A), 2010).

2.24.030 Appointment of members – Terms.

(1) Pursuant to RCW 35A.13.080(2), the members of the board shall be appointed by the mayor, subject to confirmation by the council.

(2) Members appointed to the board shall serve a full three-year term, or the remainder of an unexpired term, as the case may be.

(3) No person shall serve more than two three-year terms. Unexpired terms shall not count toward this limitation, except where the member’s position becomes vacant. The two-term limit shall not be construed to create an entitlement to a second term of membership on the board. (Ord. 2953 § 1 (Exh. A), 2010).

2.24.040 Resignation, removal and vacancy.

(1) Pursuant to RCW 42.12.020, a member resignation shall be made to the city council. In accordance with RCW 42.12.010(2), a member resignation shall be deemed to occur upon the effective date of the resignation.

(2) Members may be removed prior to the expiration of their term by a majority vote of the city council.

(3) A board position shall become vacant for the same reasons applicable to elective offices in Chapter 42.12 RCW and council positions in RCW 35A.12.060.

(4) Prior to a third consecutive absence, a member may request that the board excuse one or more absences. The board shall determine the validity of the request, and approve or deny the request.

(5) Vacant positions shall be filled by mayoral appointment, subject to confirmation of the council. (Ord. 2953 § 1 (Exh. A), 2010).

2.24.050 Meetings.

(1) The board shall schedule monthly meetings. The board may postpone or cancel a present or future board meeting.

(2) Meetings of the board shall be open and public pursuant to Chapter 42.30 RCW.

(3) A quorum for conducting business shall be a simple majority of the membership of the board.

(4) The board may adopt rules of procedure for the conduct of its meetings. The board shall use Robert’s Rules of Order.

(5) The city shall notify the public of upcoming board meetings and the preliminary agenda for each meeting. Such notice may include, but is not limited to, written notification to the city’s official newspaper, publication of a notice in the official newspaper, posting of upcoming meeting agendas, or such other processes as the city determines will satisfy the intent of this requirement. 2.24.060 Officers.

(1) The board shall elect from among its membership a chairperson and vice chairperson, and such other officers as it deems necessary. The term of office shall be one year. Officers shall be elected at the first regular meeting of each year.

(2) The chairperson shall preside at meetings and shall rule on all points of procedure.

(3) Should the office of chairperson become vacant, the vice chairperson shall assume the responsibilities of said office and shall serve in said capacity until the board elects officers during the next term. In the event such a vacancy occurs, the board shall elect a new vice-chairperson who shall serve until the board elects officers during the next term. (Ord. 2953 § 1 (Exh. A), 2010).

2.24.070 Functions and duties.

The board shall:

(1) Serve in an advisory capacity to the city council through the parks and recreation director, or designee, concerning the city’s recreation programs, senior activities and park system;

(2) Assess the recreation needs of all of the residents of the city, including its seniors;

(3) Consider the programs offered by the city to its residents, including its seniors, and provide recommendations;

(4) Review the maintenance practices of the parks division and provide recommendations;

(5) Examine the rules, regulations, and procedures for the operation of the parks and recreation department and provide recommendations;

(6) Provide recommendations concerning budget matters that impact the parks and recreation department;

(7) Provide recommendations for the beautification, improvement, and management of all public squares, parks, park drives, cemeteries and recreation grounds and facilities;

(8) Review the adequacy of park and recreational lands, and propose the acquisition of additional lands and grounds for park and recreation purposes;

(9) From time to time, receive citizens’ input concerning any matter which the board is considering or may consider;

(10) Make recommendations regarding adoption of, or amendments to, the parks and recreation element of the comprehensive plan;

(11) Consider matters brought before the board by the parks and recreation department; and

(12) Organize itself, establish committees and subcommittees and adopt rules and procedures necessary to accomplish its purpose. (Ord. 2953 § 1 (Exh. A), 2010).
