2.26.010 Name.
The official name of this board shall be the Puyallup senior advisory board. The word “board” shall be deemed to mean the Puyallup senior advisory board whenever used in this chapter. (Ord. 2894 § 1, 2008; Ord. 2643 § 1, 2000; Ord. 2429 § 1, 1995; Ord. 2286 § 1, 1991).
2.26.020 Functions and duties.
The board shall have the following primary functions:
(1) Serve in an advisory capacity to the city council through the parks and recreation director or his/her designee in order to provide a maximum benefit to the senior community;
(2) Survey the senior community in order to determine the needs of that community and convey those needs through the parks and recreation director or his/her designee;
(3) Review the programs offered to seniors at the Puyallup Activity Center and provide recommendations to the parks and recreation director or his/her designee for program enhancements;
(4) Serve as an advisory body on the operations of the Puyallup Activity Center and recommend to the parks and recreation director or his/her designee rules, regulations and procedures for the operation of the center related to senior programs;
(5) Make recommendations for budget appropriations to the parks and recreation director for senior program operations; and
(6) Organize itself, establish committees and subcommittees, and adopt rules and procedures necessary to accomplish its purpose. (Ord. 2894 § 1, 2008; Ord. 2643 § 1, 2000; Ord. 2429 § 1, 1995; Ord. 2286 § 1, 1991).
2.26.030 Membership.
(1) The board shall be composed of nine members, of which at least seven members must be 55 years of age or older and/or be residents of the city, appointed by the mayor with concurrence of a majority of the city council. Appointments shall be made from a list of persons submitting applications to the city.
(2) Members appointed to the board shall serve for three years. No member shall serve more than two consecutive terms. Members shall serve without compensation. (Ord. 2894 § 1, 2008; Ord. 2643 § 1, 2000; Ord. 2429 § 1, 1995; Ord. 2286 § 1, 1991).
2.26.040 Removal and vacancies.
The city council may remove any appointed member of the board. The board may, by a vote in favor thereof by five of its members, recommend to the city council removal of an appointed member upon such grounds as inefficiency, neglect of duty, or malfeasance in office. An unexcused absence by the board member from three consecutive meetings, including both regular and special meetings, shall constitute grounds for removal, and six absences by a member, excused or unexcused, during a 12-month period, shall likewise be grounds for removal. Any board member may resign at any time by delivering written notice to the city clerk. Vacancies occurring otherwise than by expiration of term shall be filled for the unexpired term in the manner used for regular appointment to the board. 2.26.050 Officers.
The officers of the board shall consist of the following selected as set forth herein:
(1) The board shall elect from among its membership a chairperson, vice-chairperson, and such other officers as it deems necessary. The term of office shall be for one year. Officers shall be elected at the first regular meeting during the month of January of each year. A board member shall not serve more than two consecutive full terms in any one office. An officer may resign at any time by delivering written notice to the board.
(2) The chairperson shall preside at meetings, shall rule on all points of procedure according to Robert’s Rules of Order and shall make all committee appointments. The chairperson shall likewise call special meetings subject to the provisions of these rules and regulations.
(3) The chairperson shall be an ex officio member of all committees.
(4) Should the office of chairperson become vacant, the vice-chairperson shall assume the responsibilities of said office and shall serve in said capacity until the next regular election. In the event such a vacancy occurs, the board shall elect a new vice-chairperson who shall serve until the next regular election. 2.26.060 Committees.
The board may establish such standing or special committees as it deems advisable.
(1) The board shall determine the duties, duration of existence and membership of these committees; provided, however, that no committee member shall serve longer than one year at a time without reappointment as set forth herein. Committees or individuals shall not have the power to commit the board without the approval of the board. The chairperson of the board shall appoint members of committees and name the chair of each committee.
(2) A vacancy in any committee may be filled by the chairperson of the board for the unexpired portion of the term.
(3) All committees shall meet upon the call of the chair of the committee; provided, however, that the chairperson of the board shall have the power to call a special meeting of any committee at any time and upon such notice as the chairperson may determine. 2.26.070 Quorum and meetings.
(1) Five members of the board shall constitute a quorum for the transaction of business.
(2) The board will schedule monthly meetings, not less than one each month, and shall adopt rules of procedure for the scheduling and conduct of its meetings. The board may postpone or cancel a present or future board meeting by a majority vote of members present.
(3) Meetings of the board and the minutes of its proceedings shall be open to the public.
(4) Special meetings can be called by the board chairperson. The agenda must state specifically the business to be conducted at the meeting. The special meeting must deal with agenda items only.
(5) There must be at least 24 hours’ public notice for a special meeting of the advisory board. Business will be conducted in accordance with subsections (1) and (3) of this section. (Ord. 2894 § 1, 2008; Ord. 2643 § 1, 2000; Ord. 2429 § 1, 1995; Ord. 2286 § 1, 1991).
