ENERGY CONSERVATION CODE

(a)    The International Energy Conservation Code (IECC), 2012 Edition, is expressly referred to and adopted as the energy code of the city, and by this reference and adoption made a part of this chapter as if fully set forth herein, save and except those specific deletions, amendments, revisions and additions made in subsection (b) of this section. One copy of the International Energy Conservation Code and appendices shall be filed and kept in the office of the city clerk.

(b)    The following provisions designated “deletion” are deleted and excepted from the chapters adopted in subsection (a) of this section. The following provisions designated “addition” are added to the chapters in subsection (a) of this section. The following provisions designated “amendment” are amendments to the chapters in subsection (a) of this section.

(1)    Amendments to Cross-References. The IECC is amended by deleting all the references to the “IECC Electrical Code or NFPA 70” and replacing them with “National Electrical Code, 2011 Edition” as adopted under Chapter 19.12 KMC, by deleting all the references to the “International Fuel Gas Code” and all references to the “International Plumbing Code” and replacing them with “Uniform Plumbing Code, 2012 Edition” as adopted under Chapter 19.14 KMC, and by deleting all the references to the “International Property Maintenance Code” and replacing them with “Uniform Code for the Abatement of Dangerous Buildings” as adopted under Chapter 19.28 KMC.

(2)    Amendment. Chapter 3 [CE], Section C301.1 (General) of the I.E.C.C. is amended to read as follows:

C301.1 General. The Climate Zone for the City of Ketchikan is Zone Number 5 based on table C301.3 (2). The Heating Degree Day is 7127 HDD, based on 65 degrees Fahrenheit.

(3)    Deletion. Chapter 3 [CE], Table C301.1 (Climate Zones, Moisture Regimes, and Warm-Humid Designations by State, County and Territory) of the I.E.C.C. is deleted in its entirety.

(4)    Amendment. Chapter 3 [RE], Section R301.1 (General) of the I.E.C.C. is amended to read as follows:

R301.1 General. The Climate Zone for the City of Ketchikan is Zone Number 5, based on Table R301.3 (2). The heating Degree Day is 7127 HDD, based on 65 degrees Fahrenheit. Alaska Housing Finance Corporation (A.H.F.C.) energy efficiency programs are allowed under Climate Zone Number 6.

(5)    Deletion. Chapter 3 [RE], Table R301.1 (Climate Zones, Moisture Regimes, and Warm-Humid Designations by State, County and Territory) of the I.E.C.C. is deleted in its entirety.

(6)    Addition. Chapter 4 [RE], Section R402.4.1.2 (Testing) of the I.E.C.C. is amended by adding a new sentence to the end of the first paragraph to read as follows:

Blower door testing may be performed by a certified energy rater as approved by A.H.F.C. and the State of Alaska Division of Professional Licensing.

(7)    Amendment. The second sentence of Chapter 4 [RE], Section 405.3 (Performance-based compliance) of the I.E.C.C. is amended to read as follows:

Energy prices shall be taken from a source approved by the code official, such as the Department of Energy, Energy Information Administration’s State Energy Price and Expenditure Report, and A.H.F.C.

(8)    Addition. Chapter 4 [RE], Section R405.4.2 (Compliance report) of the I.E.C.C. is amended by adding a new sentence to the end of the first paragraph to read as follows:

The AKWarm TM software as provided by A.H.F.C. is approved for this Section.

(9)    Addition. Chapter 5 (Referenced Standards) of the I.E.C.C. is amended by adding a new sentence under the heading ASHRAE to read as follows:

Standard reference number 62.2-2010, Title: Ventilation for Acceptable Indoor Air Quality.
