1-13-1 AUTHORIZATION:

The Mayor and Council are hereby authorized to form and create standing committees of the City, to act in an advisory role to the Mayor and Council in areas not otherwise within the province of established boards or commissions. Formation of a standing committee shall be by resolution of the Council. The Council may make any changes to a standing committee, term, duties or any other matter pertaining to same by resolution except for the appointment of members which shall be by vote of the Council at a voting meeting. 1-13-2 DUTIES AND POWERS:

Standing committees shall be formed pursuant to Section 1-13-1 and shall have only those powers as authorized by resolution of the Council. (Ord. 2026-1933, 2-10-2026)

1-13-3 MEETINGS:

Meetings of all standing committees shall be in accord with the Open Meeting Law to the extent same is applicable. (Ord. 2026-1933, 2-10-2026)

1-13-4 TERMS OF COMMITTEES:

The term of each standing committee shall be continuous and ongoing, until said committee is terminated by a resolution of the Council, unless a specific termination date is provided for in the resolution of formation. (Ord. 2026-1933, 2-10-2026)

1-13-5 ABSENCES:

If any member shall be absent from more than three (3) meetings without prior notice to the Chairman, City Clerk or Staff Liaison, he or she shall upon notification by the Chairman to City Council, and by a majority vote of the Council, cease to hold office. Exceptions will be made in emergency situations. (Ord. 2026-1933, 2-10-2026)

1-13-6 ORGANIZATION:

Membership on standing committees will be for terms set by the forming resolution for each individual board or committee. At the first meeting following April 1st of each calendar year, each standing committee shall elect from its membership a Chair and Vice Chair and any other office or position deemed necessary and duly noted in the forming resolution or ordinance for said committee.
