2.25.010 Duties of the town manager.

The town manager shall be the chief administrative officer of the town and shall work under the general direction of the council to ensure effective, efficient and equitable delivery of government services. The town manager shall be responsible to the council for the administrative supervision and control of the affairs of the town. In particular, the town manager shall recommend an annual budget for consideration by the council; recruit, hire, and supervise the town staff as provided in the personnel policies; ensure compliance with the town code and other policies adopted by the council; recommend to the council changes to the administrative structure, town code, or programs and activities of the town government, if council action would be necessary; and shall perform other such duties as may be required by the council or by employment contract. The town manager shall also perform the statutory duties of town marshal. The town manager shall attend all council meetings unless excused by the mayor. [Ord. 2016-111 § 2.]

2.25.020 Contract employment.

The council shall enter into an employment contract with the town manager. This contract shall contain the employment conditions or duties that have been agreed to between the council and the town manager. In the event that the terms of the contract conflict with the town code, the contract shall prevail. [Ord. 2016-111 § 2.]

2.25.030 Absences and disabilities.

In the event the town manager plans to be temporarily absent from the town, or in the event of the disability of the town manager to the extent that he or she is temporarily unable to serve, the town manager may designate a qualified administrative officer to serve as acting town manager until the town manager is again able to serve. In the event of an unexpected temporary absence or disability, the council may appoint an acting town manager, who shall have all the powers of the town manager. [Ord. 2016-111 § 2.]

2.25.040 Ineligibility of council member.

No council member shall be appointed town manager during the term for which he or she has been elected to the council. [Ord. 2016-111 § 2.]
