21.10.001 Reference to state law.

A general plan of the city shall be adopted and maintained in accordance with the state planning and zoning law and the provisions of this title. (Ord. 346 § 1 (part), 1972)

21.10.010 Nature of general plan.

The general plan shall be a comprehensive statement of development policies and shall include a diagram or diagrams and text setting forth objectives, goals, principles, standards, programs, and a proposed pattern of development for the city as a whole. (Ord. 346 § 1 (part), 1972)

21.10.020 Purpose.

The purpose of the general plan is to provide a means for the projection and coordination of development throughout the city in a manner which makes the maximum possible contribution to the public health, safety and general welfare. (Ord. 346 § 1 (part), 1972)

21.10.200 Subject matter.

The general plan may include any subject matter deemed appropriate to the purpose of the plan. The plan is intended to be unified, internally consistent, and comprehensive document. To this end, any separately identified subject matter or element of the plan and any revision shall be considered, adopted and viewed within the context of the whole plan. 21.10.250 Previously adopted elements.

Until repealed or incorporated into the general plan document, and to the extent not in conflict with and not superseded by any more recently adopted general plan, the previously adopted master plan of streets and highways and master plan of drainage are to be considered as part of the general plan. (Ord. 346 § 1 (part), 1972)
