CITY COUNCIL ELECTIONS

1.10.01 By-district elections of Council members.
Pursuant to Government Code Section 34886, all five (5) members of the City Council of the City of Clovis shall be elected by district in separate single-member districts.
1. Members of City Council shall be elected in the electoral districts established by Section 1.10.02 as may be subsequently reapportioned as provided by State law. Elections shall take place “by district” as that term is defined in California Government Code Section 34871, meaning one member of the City Council shall be elected from each district, by the voters of that district alone.
2. Except as provided in subsection (3) of this section, the Council member elected to represent a district must reside in that district and be a registered voter in that district, and any candidate for City Council must live in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued, pursuant to California Government Code Section 34882 and Elections Code Section 10227. Termination of residency in a district by a Council member shall create an immediate vacancy for that Council district unless a substitute residence within the district is established within thirty (30) days after the termination of residency.
3. Notwithstanding any other provision of this section, the members of the City Council in office at the time the ordinance codified in this chapter takes effect shall continue in office until the expiration of the full term to which he or she was elected and until his or her successor is qualified. At the end of the term of each Council member that member’s successor shall be elected on a by-district basis in the districts established in Section 1.10.02. (§ 1, Ord. 25-02, eff. April 9, 2025)
1.10.02 City Council districts and district elections.
All five (5) Council members shall be elected on a by-district basis from the Council districts shown and numbered on the map titled “City of Clovis District Map,” attached to the ordinance codified in this chapter as Exhibit A and incorporated herein, a copy of which shall be on file in the City Clerk’s office. In 2026, and every four (4) years thereafter, the following three (3) City Council districts shall be elected by district at the general municipal elections: District 1, District 4, and District 5. In 2028, and every four (4) years thereafter, the following two (2) City Council districts shall be elected by district at the general municipal election: District 2 and District 3. 1.10.03 Adjustment of district boundaries.
Pursuant to Elections Code Section 21601, as it may be amended from time to time, the City Council shall adjust the boundaries of any or all of the districts following each decennial federal census to ensure that the districts are in compliance with all applicable provisions of law. 1.10.04 Vacancies.
Any mid-term Council seat vacancy in a district shall be filled in accordance with State law, only by an eligible resident of the district. (§ 1, Ord. 25-02, eff. April 9, 2025)
