2.32.010 Community trails committee – Established.

There is created and established in the city a community trails committee (hereinafter referred to as the “committee”). (Ord. 102 § 1, 1990)

2.32.020 Membership – Number, term and qualification.

A. The committee shall consist of five members appointed by the city council and shall serve without compensation. Each member of the committee shall serve a two-year term of office, except for the initial appointment in which two members shall serve for three years and three members shall serve for two years. Initial terms of office shall be determined by lot at their organizational meeting.

B. Each member shall have a demonstrated knowledge and interest in one or more of the following: equestrian activities, bicycling, hiking, nature studies, or landscape/open space design.

C. Except as otherwise set forth herein, the terms and conditions of membership, appointment and removal from the committee are set forth in Chapter 2.15 HMC. (Ord. 290 § 4, 2004; Ord. 102 § 2, 1990)

2.32.030 Community development director as ex officio member and secretary.

The community development director or designee shall be an ex officio member of the committee, and shall act as secretary to the committee. The community development director or designee shall have no vote on any matter before the committee. (Ord. 102 § 3, 1990)

2.32.040 Organization and meetings.

The committee shall meet at least once per year on the second Thursday of February to select a chairman and vice chairman of the board, and the time, manner, and location of meetings thereafter shall be on an as-needed basis as determined by the community development director. (Ord. 440 § 4, 2019; Ord. 102 § 4, 1990)

2.32.050 Powers and duties.

A. The committee shall adopt rules of procedure for conducting its business as established by resolution of the city council and shall render all recommendations in writing to the city council with a duplicate copy to the community development director.

B. The duties of the committee shall include but are not limited to the following:

1. Work with the community development director and recommend priorities for public trails development, improvements, and maintenance for budget consideration and grant funding.

2. Encourage citizen involvement in the use, development and maintenance of trails.

3. Receive input from members of the public about public trails-related matters. (Ord. 440 § 5, 2019; Ord. 102 § 5, 1990)
