2.15.010 Application.

The provisions of this chapter shall apply to all commissions, boards and committees of the city (hereinafter referred to as “commissions”), except as otherwise expressly provided. (Ord. 290 § 7, 2004)

2.15.020 Membership – Appointment.

Members of commissions shall be appointed by the city council and serve at the pleasure of the city council. (Ord. 290 § 7, 2004)

2.15.030 Membership – Qualifications.

A. At the time of appointment and during his or her tenure of office, each commission member shall reside within the city.

B. No member of a commission may be an employee of the city.

C. A member of a commission cannot serve on more than one committee. (Ord. 290 § 7, 2004)

2.15.035 Membership – Commissioner responsibilities.

A. Ethics Training and Form 700 Filings.

1. The city clerk’s office will monitor compliance with state and city Form 700 (Statement of Economic Interest), and AB 1234 (Ethics Training) filing requirements.

2. All appointees are required to complete an ethics training course. All appointees must receive two hours training in ethics within the first year of his/her appointment and, thereafter, must receive two hours of ethics training every two years.

3. All appointees are required to file a Form 700. All appointees must complete the Form 700 no later than 30 days after the effective date of your appointment, within 30 days of leaving office, and continuing members must complete the form once every year. (Ord. 374 § 2, 2013)

2.15.040 Membership – Term.

The terms of commissioners shall be for four years, except as may otherwise be provided by ordinance of the city council. The term of a commissioner which expires is automatically extended until a successor is appointed. (Ord. 290 § 7, 2004)

2.15.050 Membership – Removal of commissioners.

Members of commissions shall be removed from office or their offices declared vacant in the following manner and/or for any of the following reasons:

A. Failure to meet any of the requirements for membership, at which time the removal shall be automatic and no action by the city council shall be necessary.

B. On the recommendation of two members of the city council ratified by a majority vote of the city council. (Ord. 290 § 7, 2004)
