2.12.010 Date for general municipal elections.

On November 24, 1987, the city was established as a duly organized municipal corporation of the state of California. Pursuant to the terms of the California Elections Code, the general municipal elections of the city are to be held on the second Tuesday in November of even-numbered years. 2.12.020 City council districts established.

Five city council districts are hereby established in the city of Highland. The boundaries and identifying number of each district shall be as described on the council district map attached to the ordinance codified in this chapter as Exhibit “A” and incorporated herein by this reference. 2.12.030 Election of members of the city council by district.

A. Following the effective date of the ordinance codified in this chapter and upon the commencement of “by district” elections in the order established in HMC 2.12.040, members of the city council shall be elected “by district” as defined in California Government Code Section 34871 or any successor statute. A person shall not be eligible to be elected as a member of the city council by district unless he or she is otherwise qualified as required by law and resides in the district, and both resided in the geographical area making up the district from which he or she is nominated to be elected and was a registered voter of the city of Highland at the time nomination papers are issued to the candidate as provided for in Section 10227 of the California Elections Code.

B. Registered voters signing nomination papers and/or voting for a member of the city council shall be residents of the geographical area making up the district from which the member is to be elected.

C. The terms of office for each member elected to the city council shall be four calendar years and members so elected shall remain in office until a successor is elected and qualifies.

D. Notwithstanding the foregoing, at the November 8, 2016, election only, the persons elected to the city council by Districts 1, 3 and 5 shall serve for a full term of four calendar years. Persons elected by Districts 2 and 4 shall serve an initial term of two years and all subsequent terms shall be four years. The city clerk shall specify the lengths of each term on nomination papers, in sample ballots and on the ballot itself. (Ord. 407 § 2, 2016)

2.12.040 Adjustment of district boundaries.

The Highland city council district boundaries shall be reviewed by the city council and, if warranted, adjusted each decennial redistricting cycle beginning in 2021 and thereafter in compliance with applicable state and federal law. (Ord. 407 § 2, 2016)
