WATER MAIN EXTENSIONS

13.12.010 Size of mains.

The inside diameter of every water main to be installed shall be not less than six inches, except as may be determined by the Director of Public Works. (Ord. 2065 § 1(A), 2018; 1960 code § 24.33)

13.12.020 Application – Preparation of plans and specifications.

Applications for water main extensions shall be made to the City. The Director of Public Works shall cause a survey to be made to determine the adequacy of existing mains, if any, to serve the property of the applicant, and if it is found and determined that mains should be installed, the Director of Public Works shall cause to have prepared plans and specifications therefor, taking into consideration the general plan of serving water to the vicinity surrounding the property of the applicant. The estimated costs for the preparation of such plans and specifications shall be paid in advance by the applicant, and any necessary adjustment in such cost shall be made upon final determination. 13.12.030 Installation – Cost estimates by City.

A. Upon completion of the plans and specifications, the City shall cause an estimate of installation costs to be prepared, including labor, materials, equipment and indirect and administrative overhead.

B. Such plans, specifications and cost estimates shall be furnished to the applicant, who may elect to proceed with the installation, or abandon the same. In case the applicant abandons, all deposits made by applicant, less engineering costs, shall be refunded to him. (Ord. 2065 § 1(A), 2018; 1960 code § 24.35)

13.12.040 Installation – Work performed by City – Costs.

In case the applicant elects to proceed with the water main installation, the City shall install the same; provided, however, the City shall not be required to order the materials required until the applicant has deposited an amount equal to the estimated cost of such materials, nor shall the City install such facilities until the applicant has deposited an amount which, when added to any previous deposits on the same application, is equal to the estimate of installation costs. 13.12.050 Installation – Work performed by applicant when – Deposit required.

A. As an alternative to LMC 13.12.040, if the City determines that it is impossible for city employees to install water main extension facilities within a reasonable time, or that it is not economical for the city employees to do so, or if the City elects not to contract for the installation, the City may permit the applicant to install such facilities in accordance with the plans and specifications, at his cost and expense, with sole inspection authority reserved to the City.

B. In such event, the applicant shall deposit an amount which, when added to any previous deposits on the same application, is equal to all calculated inspection costs, engineering costs, plus an administrative and indirect overhead charge, before the applicant begins such work. 13.12.060 Work performed by applicant – Bond required.

In the event the applicant installs water main extension facilities, he shall furnish the City a surety company bond, certified check or cash deposit, in an amount equal to at least one-half the City’s estimate of the installation costs, to guarantee faithful performance by the applicant, and a surety company bond, certified check or cash deposit in an equal amount to guarantee claims of persons employed by the applicant, and claims of persons who furnish materials, supplies and implements used by the applicant on such work. 13.12.070 Extension to cover full frontage of parcel.

In every case where a main is to be extended to serve a parcel, such main shall extend the full frontage of such parcel. (1960 code § 24.39)

13.12.080 Initiation of service – Dedication and acceptance of facilities.

When water main extension facilities are installed and upon the acceptance and dedication of such facilities to the City, water shall be furnished to the applicant’s property. (Ord. 2065 § 1(A), 2018; 1960 code § 24.40)
