ARTICLE 30
MANUFACTURING DISTRICT

25-30-1: INTENT AND PURPOSE:

The manufacturing district is established to facilitate the development of larger scale businesses involved in manufacturing, distribution, or services, as well as office and retail uses in some areas. Toward this end, the following district is established:

A. Manufacturing (M): The manufacturing (M) district provides for a wide range of industrial uses, including light and heavy industrial and manufacturing uses. Adult businesses, as defined in article 85 of this chapter, may be located only in the M district. (Ord. #1563, §3)

25-30-2: USES:

A. Appendix A, “Uses By Zoning District”, of this chapter indicates the uses permitted in the manufacturing district.

B. Uses listed as conditionally permitted uses are subject to the review requirements and conditions contained in article 130 of this chapter. Temporary uses and conditions are subject to the review requirements and conditions contained in article 155 of this chapter. (Ord. #1563, §3)

25-30-3: SITE PLAN REVIEW APPROVAL:

Site plan review approval, as described in article 150 of this chapter, is required for all industrial development projects involving the construction of new buildings. (Ord. #1563, §3)

25-30-4: DEVELOPMENT STANDARDS:

A. General Standards: Table 30-1 of this section provides the development standards for the manufacturing district.

B. Building Materials: Metal buildings are prohibited in the M district, unless specifically permitted by the planning commission.

Minimum lot dimensions may be reduced through the use of a condominium type project where areas smaller than the minimum standards are sold, leased, or rented to individual users.

E. Parking lot landscaping

No maximum floor to area ratio; FAR will be subject to meeting parking and landscaping standards.

G. Minimum front yard setback:

2.    Only 1 side yard is required. If a site adjoins a property zoned for residential, open space, or public uses, the side yard must be provided on that side.

25-30-5: PARKING STANDARDS:

Parking standards for uses in the M district are shown in article 65 of this chapter. Where a mix of use types is proposed in the M district (e.g., retail, office, and manufacturing), an alternative parking standard may be approved by the development services director. Changes in parking standards must be accompanied by a parking analysis, which will be reviewed by the city traffic engineer. (Ord. #1563, §3)

25-30-6: ACCESSORY USES AND STRUCTURES:

Accessory buildings and structures are subject to the same height and setback requirements described for primary buildings and structures in table 30-1, section 25-30-4 of this article, except as modified by section 25-10-7, “Projections Into Yards”, of this chapter. (Ord. #1563, §3)

25-30-7: OUTDOOR DISPLAY AND STORAGE:

The restrictions contained in section 25-25-8 of this chapter shall apply to outdoor display of goods and materials in the M district. (Ord. #1563, §3)

25-30-8: MANUFACTURING/INDUSTRIAL CONDOMINIUMS:

Any proposed subdivision of a manufacturing/industrial use for condominium purposes (either new construction or conversion) shall require a parcel map and shall be consistent with the state subdivision map act as contained in the Government Code and be in accordance with the requirements of the Lynwood city subdivision ordinance. 25-30-9: PERSONAL STORAGE:

For any personal storage use conditionally permitted in any manufacturing zone or commercial zone within the city:

A. Development Standards:

1. Minimum Lot Area: Minimum lot area shall be forty thousand (40,000) square feet in size.

2. Minimum Frontage: Minimum frontage shall be one hundred feet (100').

3. Front Yard: Required front yard is ten feet (10'). If the use abuts or is across the street from a residential use, the front yard requirement is twenty feet (20').

4. Side Yard: Required side yard is ten feet (10'), if use abuts or is adjacent to a residential use.

5. Rear Yard: A ten foot (10') rear yard is required if the use abuts or is across from a residential zone. However, if the use abuts a major highway, a rear yard is not required.

6. Lot Coverage: Maximum requirement for lot coverage is fifty percent (50%).

7. Minimum Parking: Minimum off street parking requirements are as follows:

a. Storage Buildings: One space for twenty five (25) storage cubicles and distributed equally throughout the storage area; two (2) driveways, one 26-foot wide parking lane.

b. Manager Unit: One uncovered parking space per manager unit.

8. Building Height: Building height shall not exceed two (2) stories or thirty five feet (35').

9. Fencing (Screening): If the use is adjacent to residential use, an eight foot (8') high ornamental iron fence must be erected.

10. Landscaping: A five foot (5') landscape strip is required if the use is along a frontage street. If the use is within one hundred feet (100') of a residential zone then a ten foot (10') landscape strip is required.

11. Limitation: The planning commission may permit the use of land in the zone for the purpose of personal storage use on conditions they deem just, but shall include as a minimum the following:

a. Sale of personal property on the site is prohibited.

b. No outside storage is allowed except for recreational vehicles (RVs).

c. Vehicle ingress/egress is limited to one driveway each side of the property abutting the street lot line.

d. No building shall be placed within fifty feet (50') of a residentially zoned area.

e. A manager’s unit must be provided on site or the conditional use permit will be revoked.

f. A manager or employee shall be on the site at all times.

g. Commercial dead bolt locks shall be installed for each storage unit.

h. For any storage space doors that open outward, the hinge pin shall be installed in such a manner that it cannot be removed.

i. An alarm switchboard/indicator shall be installed in the manager’s office to indicate when any storage area is opened.

j. A check in and check out procedure shall be instituted requiring among other things, that each visitor to the facility provide his/her name, address, driver’s license number, or other legal photo identification number, vehicle license, storage area visited, and time in and out.

k. The manager or any person employed shall be subject to a police record check.

l. That good and sufficient lighting, including roof lighting, shall be maintained so that a person has a good observation of the site, the points of ingress and egress and the storage areas during the hours of darkness.

B. Design Guidelines:

1. Design of the building and the roof shall be compatible with the surrounding uses.

2. Materials for structures should be compatible with the character of the zone and be visually pleasing with surrounding uses especially residential uses.

3. Variation of building wall along street side of site will be provided.

4. Screening (fencing) shall be compatible with the character of the area and sensitive to abutting residential uses. Fencing such as rolled razor wire is prohibited.

5. The perimeter of the site should be designed to provide adequate security for both the site and abutting uses. (Ord. #1563, §3)
