DEPARTMENT OF FINANCE*

2.28.010 Established—Functions.

There is established a department of finance. The functions of that department shall include all fiscal operations of the city and shall include (but shall not necessarily be limited to) the following:

(1)    To receive or collect all moneys or revenues due to the city;

(2)    To act as custodian of all funds and securities in the possession of the city, depositing and investing funds in accordance with principles of sound treasury management;

(3)    To maintain the accounting systems for the city government, supervising and controlling disbursements and expenditures;

(4)    To perform such other functions as may be assigned by ordinances or by order of the city manager. (Prior code § 2.94).

2.28.020 Director—Appointment and duties.

There shall be a director of finance who shall be appointed by and be responsible to the city manager. In addition to supervising the functions assigned to the department of finance, the director shall fill the office of and shall have the duties and obligations assigned to the city treasurer by the general laws of the state and shall have the financial and accounting duties imposed upon the city clerk by State Government Code Sections 40802 to 40805. The director of finance is authorized to sell and assign securities which may come into possession of the city. The director of finance shall also have the financial duties imposed on the city clerk by Government Code Sections 37201 to 37210 and shall execute the bond required by Government Code Section 36518. 2.28.030 Assistant director—Duties.

There may be an assistant director of finance who shall perform such of the director’s duties, including any of the duties specified in the preceding section, as may be assigned to the assistant director by the director or city manager. The assistant director shall execute the bond required of the city clerk by Government Code Section 36518. (Ord. 818 § 3, 1991).
