12.04.010 Standards for materials and construction.

(A) All sidewalks and residential driveways shall be constructed of concrete using a minimum five sacks cement per cubic yard of concrete. All curbs, gutters and commercial driveways shall be constructed of concrete using a minimum six sacks cement per cubic yard of concrete.

(B) Subgrade shall be constructed true to grade. The subsoil or grade shall be compacted to 90 percent density and shall be wet down immediately prior to the placement of concrete.

(C) Forms shall be smooth on the side placed next to the concrete, and shall have a true straight upper edge and shall be strong and rigid. All forms shall be clean and coated with form oil. Forms on the front, or face, of a curb shall not be removed in less than one hour nor more than four hours after concrete has been placed. Side forms for sidewalks, gutter depressions and driveways shall not be removed in less than 12 hours after finishing has been completed to the exposed surfaces. Forms shall be set to alignment, grade and specified dimensions; all form clamps and stakes shall not interfere with the straight edging of surfaces. (Ord. 393 § 2, 1981)

12.04.020 Curb, gutter and sidewalks – Installation requirements.

(A) Curb, gutter and sidewalks shall be installed to the specifications set forth in this chapter at the time of construction of all residential buildings. Owners of commercial buildings and parking lots shall install curb, gutter and sidewalk to the specifications set forth in this chapter at the time of building construction, remodeling or change of occupancy.

(B) The Director of the Department of Public Works may defer the requirement of the immediate placement of the improvement based upon the mutual convenience to the City of Mt. Shasta and the landowner. In the event that such deferment is granted, it shall be granted upon the condition that the estimated cost of the improvement as determined by the Department of Public Works shall be placed on deposit with the City of Mt. Shasta as a condition of issuance of a building permit and/or business license to assure completion of the improvement. (Ord. 393 § 12, 1981)

12.04.030 Curb, gutter and sidewalks – Installation by contractor.

Installation of all curb, gutter and sidewalks within the City of Mt. Shasta are performed by a licensed contractor hired by the City under a yearly contract. No one other than the duly authorized City contractor may perform such work without prior approval of the Director of Public Works. (Ord. 393 § 14, 1981)

12.04.050 Driveway dimensions – Commercial.

(A) Concrete thickness shall be six inches.

(B) The maximum driveway width to serve a property frontage when the traffic speed limit is 35 mph or less shall be 30 feet. The minimum width shall be 20 feet.

(C) The maximum driveway width to serve a property frontage when the traffic speed limit is 35 mph or more shall be 35 feet. The minimum width shall be 20 feet.

(D) When more than one driveway is necessary to serve a property frontage, the total width of all driveways shall not exceed 50 percent of the frontage but not less than 40 feet of full height vertical curb shall be provided between driveways when property frontage is 75 feet or more. On property frontage less than 75 feet, not less than 20 feet of full height vertical curb shall be provided. No driveway shall exceed the limits as set forth in subsections (B) and (C) of this section. No apron parking shall be allowed. All off-street parking shall have a controlled exit and entrance. No parking shall be allowed that will make it necessary for a vehicle to back out into street traffic.

(E) Expansion joints one-fourth inch in width shall be placed at 16-foot intervals and at the ends of all curb returns and driveways.

(F) Commercial driveways shall have one-half-inch steel bars or one-eighth-inch by six-inch by six-inch steel netting placed not less than two inches above subgrade. One-half-inch steel bars shall be tied on 12-inch centers.

(G) Concrete shall be placed and compacted in the forms without segregation. Prior to the removal of forms the surface shall be compacted until a mortar has risen, and then finished true to grade with a straight edge placed from one form across to the other, then recompacted to a mortar surface and troweled to a smooth surface. Immediately after removal of the front curb form, the face of the curb shall be troweled to a smooth finish. The top and the face of the finished curb shall be true and straight. All troweled finishes shall be broomed lightly. Sidewalk surfaces shall be broomed across the width. Sidewalks shall be marked into rectangles with a scoring tool which will leave the edges rounded every five feet of length in residential zones and every 10 feet of length in commercial zones. Also, the curb shall be marked in the same procedure six inches from the face adjoining the sidewalk edge.

(H) No concrete shall be placed if the outside temperature is below 45 degrees Fahrenheit. If concrete is placed and the temperature drops to 38 degrees Fahrenheit, protective covering shall be used to keep concrete from freezing.

(I) All commercial driveways, entrances, curbs, gutters, parkways, sidewalks and off-street parking shall be specified by any applicant on two sets of plans and submitted to the Department of Public Works.

(J) Installation of curbs, gutters and sidewalks in areas determined to be swampy or unstable by the Director of Public Works shall be required to have one-eighth-inch by six-inch by six-inch steel netting in the concrete, placed not less than two inches above the subgrade.

(K) Curb and gutter poured separately from the sidewalk shall have two one-half-inch steel bars installed as per the standard specifications of the City of Mt. Shasta. (Ord. 393 § 5, 1981)

12.04.060 Driveway dimensions – Residential.

(A) Concrete thickness shall be four inches.

(B) The maximum width for any driveway shall be 20 feet and shall provide access to a double garage, or off-street parking, for two vehicles.

(C) The minimum width of any driveway approach shall be 12 feet and shall provide parking for one vehicle. (Ord. 393 § 6, 1981)

12.04.070 Driveway design.

Slope ratio and design shall be determined from the sidewalk and utility strip widths based from street widths as noted by MSMC 12.04.080 and pursuant to the attached driveway detail plan adopted by this chapter. (Ord. 393 § 7, 1981)

12.04.080 Sidewalk, utility strips and curb widths.

(A) All commercial zones shall have solid concrete sidewalks with no grass utility strips. Where an 80-foot right-of-way exists in a residential zone, this may be narrowed to a 60-foot right-of-way.

(B) Eighty-foot street right-of-way shall have a utility strip of four feet six inches in width, a sidewalk of five feet in width, and a curb top of six inches in width, totaling 10 feet on each side of the street.

(C) Sixty-foot street right-of-way shall have a utility strip of five feet in width, a sidewalk of four feet six inches in width, and a curb top of six inches in width, totaling 10 feet on each side of the street.

(D) Fifty-foot street right-of-way shall have a sidewalk of four feet six inches in width and a curb top of six inches in width, totaling five feet on each side of the street.

(E) Forty-foot street right-of-way shall have a sidewalk two feet six inches in width and a curb top six inches in width, totaling three feet on each side of the street. (Ord. 393 § 8, 1981)

12.04.090 Removal of trees.

Trees existing within the street or sidewalk and curb area shall be removed prior to street and sidewalk and curb improvements, if deemed to be a hindrance to the sidewalk or curb. (Ord. 393 § 9, 1981)

12.04.100 Signs and rubbish.

It is unlawful for any person, firm, company, partnership or corporation to set or place any post or posts for advertising sign or signs on any street or sidewalk or place or cause to be placed on any street, utility strip, sidewalk or alley any tree branches, prunings, leaves, grass, wood, trash or rubbish except as provided in the garbage ordinance. Any material so placed may be picked up by the City after 24 hours’ notice to remove the same, and the expense of such removal charged to the occupant or owner of the premises. (Ord. 393 § 10, 1981)

12.04.110 Storm and subdrainage.

The Director of Public Works shall specify the size and material of storm and subdrains if required; the same shall be installed prior to the installation of curbs, gutters and sidewalks. (Ord. 393 § 11, 1981)

12.04.120 Inspection.

All curb, gutter, sidewalk and driveway forms shall be inspected and approved by the Building Inspector, or the Director of Public Works, prior to the placement of concrete. (Ord. 393 § 13, 1981)

12.04.130 Deviations.

If it is found necessary to deviate from this chapter because of unusual circumstances, or for the safety and welfare of the public use, the City Council shall designate all changes necessary. (Ord. 393 § 16, 1981)

12.04.140 Violation – Penalty.
