OBSTRUCTIONS

12.12.010 Merchandise on sidewalks – Bicycles.

No person, whether as owner, occupant or as a stranger to the title or possession of any premises, is permitted:

(A) To place any goods, wares or merchandise on any sidewalk, public street or place for the purpose of exhibition, display or advertisement, or to suffer, unless for the purpose of transit from or to any premises in the ordinary course of business, any thing to obstruct the free and unmolested passage of pedestrians;

(B) To ride bicycles upon any sidewalk. (Ord. 84 § 1, 1930; Ord. 48 § 1, 1916; Ord. 24 § 154, 1913)

12.12.020 Obstructions allowed.

It shall not be considered a violation of this chapter to maintain on streets, alleys, sidewalks, or public places, by license and authority of the City Council, and according to restrictions imposed by such Council:

(A) Lamp posts or hydrants;

(B) Building materials during the existence of a building permit from the proper City authority when placed and kept upon part of any street, not exceeding one-half thereof in width.

(C) Any business stand or other obstruction on any portion of a street or sidewalk under permission of the City Council. (Ord. 84, 1930; Ord. 48 § 1, 1916; Ord. 24 § 158, 1913)

12.12.030 Railroad trains.

No railroad trains shall stop within the limits of the City in a manner or in a position so as to obstruct ordinary travel on any public street for any longer period of time than 10 minutes, nor shall it be permissible to block any public street with detached railroad cars, locomotives, engines or the like, and it shall be the duty of the conductor or other person in charge of any such train to park the same in such manner as to leave streets open to their full width for the unobstructed passage of both vehicles and pedestrians.
