13.08.010 Sewer system – Compliance with provisions.

The sanitary sewer system shall consist of main and lateral conduits and sewers, constructed of salt-glazed, vitrified earthenware, known in commerce as first class, with necessary accessories, or such other conduits or sewers constructed with necessary accessories, or such other conduits or sewers constructed of other materials as may be approved by the City Engineer. Such conduits and sewers are designated to carry off all liquid house waste and shall be known as sanitary sewers; the sewers in the streets installed in front of various lots, blocks and other property shall be called such main and lateral sewers; and the sewers connected with and leading from such main and lateral sewers to the abutting properties on either side thereof shall be called building sewers. All connections of building sewers or plumbing work with such sanitary sewer system of the City and any and all plumbing work performed relative to or in connection with any private septic tank or cesspool in the City shall be done in accordance with the provisions of this title. 13.08.020 Water and Wastewater Superintendent.

The City Council hereby appoints the Director of Public Works as Water Superintendent and Wastewater Superintendent to enforce the provisions of this chapter, other than collection of utility bills as defined in MSMC 13.04.040. The City Council invests him with the responsibility of enforcement of all matters pertaining to his office. (Ord. CCO-99-05, 1999; Ord. CCO-92-07, 1992; Ord. 428, 1986)

13.08.030 Sewer Inspector.

The Wastewater Superintendent shall have the power and is hereby authorized to appoint a competent person to act as Inspector of Sewers and Plumbing and the duties of such Inspector shall be to inspect all sewers constructed, laid and installed in any of the thoroughfares of the City and to exercise supervisory power over such construction, and to inspect all house sewers connected therewith, and have supervisory power over such house sewers and such Inspector shall also inspect all plumbing done in the City and have supervisory power over the same. The Inspector shall at all times in the exercise of his duties as such Inspector be governed by the provisions of this title, amendments thereof, and other ordinances and measures adopted by this City, pertaining to the subjects mentioned in this title. 13.08.035 Power to prevent discharge into sewer system.

The Wastewater Superintendent or Sewer Inspector shall have the power to stop and prevent from discharging into the sanitary sewer system any private sewer through which substances are discharged which are liable to injure the sewer or wastewater treatment plant or obstruct the flow of the sewage. 13.08.040 Other regulations.

The ordinance codified in Chapter 13.56 MSMC, regulating sewer construction, sewer use, and industrial wastewater discharges as adopted by the City Council under contract with the State of California Clean Water Grant Program, is recognized as being mandatory and in effect. In the case of any conflict between Chapter 13.56 MSMC and any other section of this code, the more restrictive provision shall apply. (Ord. CCO-99-05, 1999; Ord.
